About Mercy Corps
Mercy Corps is an international relief and development nonprofit organization serving more than 19 million people in 46 countries. Mercy Corps has had a presence in the West Bank and Gaza since the 1980s, helping Palestinians meet their immediate needs for survival and find durable solutions to chronic problems. With offices in East Jerusalem, Ramallah and Gaza City, Mercy Corps implements programs throughout the Palestinian territories.
Mercy Corps is currently implementing Palestinian Community Assistance Program (PCAP), funded by USAID. Under PCAP, Mercy Corps implements projects supporting economic and social recovery across Gaza Strip. Under economic recovery activities, PCAP has a specific focus on the ICT sector and implements a range of projects in partnership with PITA.
About PITA
The Palestinian Information Technology Association of Companies represents more than 150 major ICT companies in Palestine’s emerging technology and startup ecosystem. PITA has become the driving force in advancing the ICT sector’s interests, and the leading information source about this sector in Palestine.
Based in Ramallah, PITA was founded in 1999 by a group of Palestinian entrepreneurs with the vision of creating a non-profit organization to advance the interests and positive societal impact of Palestine’s Information and Communication Technology (ICT) sector.
A new generation of forward thinking entrepreneurs with a heritage that takes them back thousands of years in history is bringing together profound change to the technology and startup landscape.
Through its programming, content, events and global outreach, PITA is now poised to not only continue advance its mission towards innovation, but also serve as the region’s driver for its startup ecosystem.
Mercy Corps and PITA seek the services of competent and qualified team of consultants, ICT firms, consultancy firms or a consortium of ICT and consultancy firms (hereinafter referred to as the Service Provider) to support the implementation of an ICT Diffusion Pilot project targeting two non-ICT sectors (Construction, Food Processing/Production).
Service Provider/Consultant’s Minimum Qualifications:
This consultancy is open to teams of consultants, ICT firms, consultancy firms or a consortium of ICT and consultancy firms, who offer senior experience as follows:-
-Prior engagement in technical or business development consultancy or advisory work within ICT sector.
-Experience in similar projects (business development, assessment, evaluation) targeting non-ICT sectors will be considered an advantage.
-Operating for more than 3 years (in case of ICT firms and consultancy firms).
Note: Further qualifications of Service provider’s team are included in the RFP.
Timeframe:
The expected timeframe: [10th June, 2014 – 20th August, 2014].
RFP: can be picked up at Mercy Corps Gaza Office, 2nd Floor, Abu Ghalioun Building during normal working hours; on Wednesday 21 May 2014. And please note that the normal working hours are 8:00 am to 4:00 pm, Sunday to Thursday.
Deadline for Receiving the RFP: Tuesday 27 May, 2014 at 2:00 pm.
Pre-bid meeting: will be held in Mercy Corps office on Tuesday, 27 May 2014 at 2:00 pm.
Submission: All documents along with the RFP should be submitted in a sealed envelope provided by Mercy Corps, addressed to:

The Sealed Offer must bear the name of the offering contractor and be delivered to Mercy Corps’ Gaza Office; and must be delivered before 12:00 PM on Monday 02 June, 2014.
