Cash & Markets Information Management (IM) Officer

General Objective:
The FSL team manages a diverse portfolio of projects, including a community kitchen that currently serves over 2,000 meals daily, with plans to scale up to 6,000 meals. Our Cash and Markets team provides multipurpose cash assistance, helping families meet their immediate needs while reducing negative coping strategies that could otherwise divert resources from agricultural production. Our Business Support team works to enhance food production and processing by supporting income-generating activities (IGAs) and food processing units, as well as helping farmers who have had their agricultural assets destroyed. We collaborate closely with our Nutrition team to provide fresh food to pregnant and lactating women, as well as families facing severe malnutrition.
In the framework of Food security and Livelihoods programming to assist vulnerable households in the Gaza Strip, the Cash & Markets and Information Management (IM) Programme Officer is responsible for the daily technical planning, implementation, supervision, monitoring, and reporting of Cash and Voucher Assistance (CVA), cash for work pilot projects, promotion of digital payment solutions, and food security activities. The officer ensures proper coordination with rights holders and stakeholders, ensuring quality implementation according to needs. Collaborating closely with the Head of Project and Program Manager, the Programme Officer provides technical input and support to interventions, capitalizes on experiences, and contributes to the department's strategy.

Objective 1: Planning and Implementation of CVA and FSL Activities
- Technical Expertise & Management:
- Provide overall technical expertise and management for the implementation of CVA, cash for work pilots, digital payment solutions promotion, and other FSL-related activities.
- Develop detailed activity plans in collaboration with area focal points, logistics, project assistants, and daily workers.
- Beneficiary Selection & Documentation:
- Lead the beneficiary selection process, including identification, registration, and documentation, ensuring alignment with targeting criteria and standard operating procedures.
- Create and maintain an up-to-date beneficiary database.
- Digital Payment Solutions Promotion:
- Promote the adoption of digital payment solutions like e-wallets and e-cash among beneficiaries and local vendors.
- Collaborate with agents and conduct awareness-raising activities to encourage the transition to digital platforms.
- Design incentive programs and support materials (e.g., signage for vendors) to facilitate behaviour change.
- Field Coordination & Support:
- Coordinate field-level activities with stakeholders, partners, and team members for streamlined project implementation.
- Conduct regular field visits to provide technical support and monitor progress.
- Act as a focal point in relations with service providers for CVA interventions.
- Risk Management & Gender Integration:
- Identify potential risks and develop mitigation strategies in collaboration with the Head of Project.
- Ensure the integration of gender-responsive, protection, and socially inclusive approaches throughout project implementation.
Objective 2: Information and Data Management
- Data Management Support:
- Manage datasets related to CVA programs, ensuring proper collection, entry, storage, and processing of program-related data.
- Coordinate with MEAL and program teams to maintain data accuracy and consistency.
- Quality Control & Analysis:
- Conduct regular quality checks on data to ensure accuracy and consistency.
- Assist with data analysis to support reporting, decision-making, and overall program performance monitoring.
- Data Sharing & Protection:
- Collaborate with internal and external stakeholders on data-sharing protocols.
- Ensure adherence to data protection standards within Action Against Hunger.
Objective 3: Collaboration with Logistics and Finance Departments
- Procurement & Logistics Support:
- Collaborate with the logistics department to ensure timely procurement and delivery of project inputs.
- Provide technical specifications and requirements for project-related goods and services.
- Participate in supplier evaluations and support procurement processes.
- Financial Coordination:
- Provide inputs for the development of project budgets, procurement plans, and financial forecasts.
- Work closely with the finance department to facilitate timely payments to vendors, CVA service providers, contractors, and project partners.
Objective 4: Monitoring, Evaluation, and Reporting
- Monitoring & Supervision:
- Coordinate with the MEAL department to implement and validate the beneficiary and geographic area selection process.
- Regularly monitor field activities to track progress and provide on-field mentoring support.
- Documentation & Learning:
- Maintain an up-to-date beneficiary database, tracking progress and addressing challenges.
- Participate in documenting project learning and impact case studies.
- Facilitate project assessments and evaluations, including PDM, baseline/end-line surveys.
- Reporting:
- Report field activities to the Head of Project, considering reporting requirements and evaluation indicators.
- Participate in preparing monthly Activity Progress Reports (APRs).
Objective 5: Human Resources & Team Management
- Team Leadership:
- Line-manage FSL teams, including assistants, field workers, social workers, and daily workers as needed.
- Participate in the recruitment process for positions directly managed.
- Training & Development:
- Identify team gaps and needs, providing training and coaching.
- Organize and conduct induction sessions for newly hired staff.
- Support knowledge transfer within the FSL department.
Objective 6: Representation and Communication
- Stakeholder Engagement:
- Maintain regular communication with external actors (local authorities, UN agencies, community leaders, other NGOs, volunteers, subcontractors).
- Represent the organization in Cash Working Group (CWG) and Multi-Purpose Cash Assistance (MPCA) meetings.
- Participate in relevant coordination forums to share best practices.
- Information Sharing:
- Inform Action Against Hunger management about the positions of different actors in the field and anticipate opportunities for joint responses.
- Maintain regular information flow to partners and stakeholders.
Objective 7: Reporting and Learning
- Field Activity Reporting:
- Report on data entry, materials delivered, work achieved, beneficiary attendance, and any obstacles or constraints.
- Participate in the preparation and collection of data for communication, advocacy, and capitalization purposes.
- Data Collection:
- Conduct necessary data collection in collaboration with the MEAL department.
POSITION DESCRIPTION
- University degree in Economics, Social Sciences (Pedagogy, Social Education, Development Studies, Social Work, Sociology, Gender Studies), Information Management, or another relevant field
- Knowledge of CVA interventions and other FSL interventions such as food assistance.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
- Strong interpersonal communication, planning, and observation skills.
- Experience providing technical expertise on gender and protection mainstreaming is an advantage.
- Knowledge in humanitarian/emergency and/or development programming is a plus.
- Valuable prior experience or personal commitment to the promotion of gender equality.
- Minimum 3 years of proven experience in implementing CVA programs.
- Previous experience in FSL interventions and food assistance is preferred.
- Experience with digital payment solutions like e-wallets and e-cash.
- Experience in promoting digital platforms and behaviour change communication.
- Experience in data management, including collection, entry, storage, processing, analysis, and ensuring data protection standards.
- Fluency in reading, writing, and speaking Arabic and English.
- Knowledge in Office 365, Intermediate-Advanced Excel and Data Visualisation (Power BI).
- National, Gaza (Gaza City, Middle Area or South).
