Impact Evaluation Consultant
COSPE is searching for an in-country external consultant to undertake the impact evaluation of Project “Land and Rights – Paths to Social and Solidarity Economy in Palestine” (Code N. AID 011.502), funded by the Italian Agency for Development Cooperation (AICS) and implemented by COSPE in partnership with various Palestinian and Italian partners.
Background
The organisation
COSPE is a private, secular and non-profit association established in 1983. It operates in 25 countries around the world with about 70 projects, alongside thousands of women and men for a change that ensures equitable and sustainable development, respect for human rights, peace and justice among peoples. COSPE works for the construction of a world in which diversity is considered a value, a world of many voices, where the encounter enriches everyone and where social justice is achieved through the access of all to equal rights and opportunities. COSPE has been engaged in Palestine for more than 20 years, focusing on gender equality and women empowerment, promotion of economic and social rights, support to farmers and cooperatives, protection of human rights.
The project
The project’s main objective is to ensure the fulfilment of the economic and social rights of the Palestinian people by improving social and institutional conditions, as well as the respect of International Law and International Humanitarian Law (IHL) for a sustainable access to resources and the development of social and solidarity economy in the target areas.
The project focuses on 4 axes of work: a) protection of human right and respect of IHL, b) government’s capacity to support cooperatives and social enterprises, c) direct support to coops and social enterprises, and d) awareness of Social Solidarity Economy (SSE) as tool for resilience.
The project area includes villages in Area C of four governorates of the West Bank (Salfit, West Jerusalem, Bethlehem and Hebron).
Purpose and objectives of the evaluation
The main purpose of this impact evaluation is to document lessons learned and good practices in order to inform decisions about whether to replicate or scale up the intervention and to provide recommendations for improving design and implementation of possible related projects and programs (summative evaluation).
The main objectives of the evaluation are to identify the changes (positive or negative, intended or unintended) that affected the target groups/beneficiaries and other stakeholders, to understand how these changes came about, to find out which changes can be attributed to the project and to generate evidence of key achievements and challenges.
The focus will be particularly on the changes affecting the 20 cooperatives and social enterprises supported by the project. The evaluation should assess if and how possible improvements in their management and governance enhanced their economic and financial viability and their ability to represent an alternative model of enterprise, “producing goods, services and knowledge while pursuing both economic and social aims and fostering solidarity”, according to Social Solidarity Economy definition by ILO, in a context characterized by continuing military occupation and expanding colonisation which jeopardise development in many ways.
The evaluation should also define how the work on different axes that include both respect of human rights and IHL, and direct support of coops and social enterprises could be better integrated.

Qualifications and expertise
Required
- Post graduate degree in social sciences (sociology, anthropology, development studies, international relations), economics, business management, or other relevant subjects
- At least 5 years of experience in evaluation or social research
- Sound understanding of various approaches to assess impact
- Extensive experience in conducting evaluations (impact evaluations in particular)
- Expertise in quantitative and qualitative data collection and analysis
- Expertise in participatory methodologies
- Expertise in project cycle management and extensive knowledge of MEAL
- Expertise in the sector of cooperative and social enterprises development
- Demonstrated analytical and writing skills
- Excellent knowledge of English and Arabic (written and spoken)
- Computer skills (advanced user in Excel); knowledge of statistical applications is an asset
Desirable
- Previous experience and knowledge of the OPT and especially of “Area C”
- Knowledge and experience of the Social and Solidarity Economy
- Knowledge and experience in human rights and protection

The evaluation assignment should be planned for the period running from 21/02/2022 to 30/02/2022.
The application should comprise of:
- A letter of interest
- A detailed technical proposal
- A financial proposal, including a detailed budget
- An updated CV, including references and their contact details
- Two examples of recently completed evaluation reports
All above documents must be in English and must be submitted within one single PDF document, or else applications will not be considered for review.
Financial proposals should be in Euro. The budget available for this assignment is Euro 6,500.00, (six thousand five hundred), all inclusive. Offers above this threshold cannot not be accepted.
The technical proposal should include the following:
- Introduction;
- Understanding of the assignment, including comments on the ToR;
- Proposed approach and methodology (including data collection methods and tools);
- Work plan
