Inclusive Education Officer

OBJECTIVE OF THE POSITION:
Working under the overall direct supervision and responsibility of the Inclusive Education Project Manager and in close collaboration with the education technical officer, the Education Officer is responsible to support the Project team (HI and partners) in the roll-out and management of education project activities but with focus on projects’ implementation and monitoring.
She/he will work with partners, the Ministry of Education, UNRWA and other project stakeholders to support the assurance process of project outputs and expected results are implemented in a timely and efficient manner. As well as, she/he will be responsible for tracking the progress of the project and assessing the impact, through analysis and review of project collected data.
Responsibilities:
Responsibility 1: Contribute to the development of tools for the project implementation and to Contribute to quality control in the field of expertise through technical guidance and support to project team and partners
- Contribute to the development of high complexity data collection tools for documenting indicators, under the lead of Regional technical unit (RTU) and MEAL;
- Develop low/medium complexity data collection tools in collaboration with the Regional Technical Unit (RTU) and MEAL.
- Participate to the selection and contextualization of the modalities of intervention in compliance with HI technical framework.
- Contribute to the development and/or adaptation of methodologies and to the development of high complexity technical tools, including full training packages (training needs assessment tools, training manuals and materials, pre-post training tests), user’s guidelines, etc.;
- Contribute to the development or adaptation of technical tools
- Organize and/or participate to the tools testing whenever appropriate and adjust them according to the results of the test
- Provide ad-hoc support to the team during tools use including field coaching
- Contribute to assessing HI project team and/or project partner capacity building needs, to define suitable training plan and training package in line with HI technical guidelines and protocols.
- Contribute to training project’s partners and relevant actors and stakeholders on the methodologies and tools.
- Produce training and coaching reports and coordinate feedbacks with the service providers for strengthening continuous staff development
- Ensure data collected is entered and cross-checked on a weekly basis, using either Excel, KOBO, or Survey CTO.
- At the end of the data collection process, conduct final data cleaning and preliminary analysis using Excel or Power Bi. Produce tables and graphics that will be used in the final monitoring and evaluation report.
Responsibility 2: Support the implementation of project activities.
- Provide ad-hoc support, coaching and follow up to the project’s partners, actors and stakeholders during the implementation of the following activities:
- Conduct trainings and orientation workshops to MoE, partner staff, partners, and external stakeholders on HI approaches in inclusive education, disability and inclusion.
- Support project’s partner in the development of technical assessment tools
- Liaise with external trainers and/or consultants to deliver trainings and other project services/ needs.
- Observe facilitators performance to ensure project activities are implemented according to quality standards and provide structured feedback in line with a training plan based on gaps identified
- Check the quality of purchased and donated materials such like: learning kits, hygiene kits, assistive technologies and, intervention materials to be delivered for identified children.
- Ensure appropriate provision and follow-up of quality Assistive Technologies (AT) in line with HI guideline of AD service provision.
- Ensure quality documentation and regular archiving for beneficiaries’ data.
- Support the development of needed procurements including but not limited to tenders’ preparation and participate in tender selection committee
- Conduct needed coordination with official institutions for field work.
Responsibility 3: Contribute to project’s monitoring, lessons learning and reporting
- Develop tools for collecting information measuring the project impact in close collaboration with the project team and in liaison with RTU and MEAL
- Collect data in relation with core tasks and contribute to the measurement of the progress made.
- Support the Project Manager in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention
- Support the PM in updating the PMBox tool reports on quarterly basis
- Develop case studies and success stories to illustrate changes induced by the project and for communication use
- Contribute to planning and produce activity reports
- Contribute to the production of the donor report,
- Contribute to the preparation and implementation of project quarterly review
- Participate to the organization of technical reviews and technical missions
- Participate to professional network at national level in the field of expertise of the project
- Contribute to the development of lessons learning (LL) exercise, data collection and analysis and the production of dissemination document
- Facilitate the field implementation of project’s evaluations and of researches
Responsibility 4: Support the development of new projects
- Collect national policies and technical materials produced by government departments and NGOs in the field of expertise;
- Contribute to the technical discussions aiming for the development of new projects into the field of expertise.
- Participate in needs assessment and appropriate response sizing

Job profile requirements:
- Bachelor Degree in Education, development or any other related field.
- Minimum 2 years - experience in education-related projects.
- Minimum 1-year experience in M&E related topics
- Ability to develop information material.
- Skills in conducting and leading different assessments
- Excellent communication skills
- Ability to work with partners, civil society organizations or public authorities
- Very Good skills in data analysis and reporting
- Excellent computer literacy skills (specifically Excel, Word and PowerPoint)
- Good organizational skills and ability to prioritize workload
- Excellent networking and coordination skills
- Excellent report writing skills in English and Arabic.
