Infection and Prevention Control Supervisor
Working under the MOU between UHWC & MSF
Overview of UHWC
UHWC is NGO leading Palestinian knowledge-based community healthcare organazation established in 1985, contributing to community empowerment in healthcare and promoting the comprehensive concept in the Gaza Strip.Its members are gathering a healthy vision for our slogan , "Health Service is a right to whoever needs it". UHWC is achieving community health empowerment and promoting the comprehensive healthcare concept through capacity development; primary; and tertiary healthcare; culture and health, and community health communication and advocacy programs.
Overview of MSF :
MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association.
Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.
The staff will be employed by Union of health work commitees (UHWC) and is assigned to MSF Limb reconstructive surgery project in Al Awda hospital according the partnership between UHWC and MSF.

Supervises (Function):
Main Purpose
Implementing and supervising an infection prevention and control (IPC) program in a project or health facility according to MSF protocols, safety and IPC measures, in order to ensure quality of care and safety of patients, caretakers and staff.
Accountabilities
- In collaboration with each service activity manager, maintaining and supporting the day to day implementation by the ward supervisor of the standard precautions in health structures in all departments including sterilization, laundry and kitchen, and providing technical supervision, training and support to the staff on IPC related issues using existing tools such as audits, checklist, surveillance.
- Implementing and monitoring adherence to transmission-based precautions for air, droplet and contact transmissible diseases when indicated. Based on a given patient-diagnosis, evaluating the need and, if needed supporting the implementation for transmission-based precautions in collaboration with the medical team and act accordingly.
- Supporting in the implementation as planned, the correct ‘clean and dirty flows’ inside the health facility. Ensuring that environmental standards and administrative measures in the facility are respected (bed spacing, number of handwashing stations etc.) and together with the Hospital Facilities Manager and watsan operator, that the essential requirements are available in the health structures.
- Guaranteeing compliance to aseptic care techniques and to the correct use of antiseptics, disinfectants and detergents, through trainings and audits.
- Checking the consumption and the quality of IPC materials and equipment, including cleaning materials and equipment, PPE, etc.
- As member of the IPC Committee, participating actively in the lively and pro-active tenue of the meeting, supporting the development and following up the IPC Action Plan.
- Reporting any irregularities to the departmental supervisors and IPC manager and proposes immediate actions when necessary. Producing reports with information & recommendations for the monthly medical reporting (epi bulletin). Follows-up and consolidates data from different teams.
- Note:
IPC standard precautions include Personal Protective Equipment (PPE), hand hygiene, prevention of accidental exposure to body fluids, safe and appropriate treatment of re-usable medical devices, waste management, cleaning and disinfection of surface and environment, respiratory hygiene and individual hygiene for staff, caretakers and patients. IPC essential requirements include water supply, solid waste and waste water treatment/disposal, latrines and shower facilities, dead bodies management, vector control and medical waste management.
Transmission-based Precautions (TBP): are the second level of basic infection control and are to be used in addition to standard precautions for patients who may be infected or colonized with certain infectious agents for which additional precautions are needed to prevent infection transmission (contact, droplet, airborne).
MSF Section/Context Specific Accountabilities
IPC
Committee
- Ensure that IPC committee membership and meeting frequency (monthly) are respected
- Prepare the agenda, call meetings, preside over meeting and report meeting minutes
- Define, implement and monitor the IPC annual action plan in collaboration with the IPC manager and IPC committee to ensure continuity
IPC action plan
- Conduct departmental IPC assessments of OT, IPD, OPD, physio and ancillary services (kitchen, laundry, sterilization, environmental cleaning by hygienists) and Stepwise IPC Approach (SIPCA) assessment twice yearly to assess the needs
- Conduct quarterly (or more frequent based on the results) audits on hand hygiene, cleaning and disinfection of environment and (bio)medical devices using reflective surface marker (GlowCheck®) and transmission-based precautions
- Implement and follow-up on healthcare-associated infection preventive care bundles (SSI, CR-BSI and UTI)
- Share audit results with all staff in an attractive way (posters, during team meetings, …)
- Conduct daily IPC observation rounds to assess the needs and to follow-up on implementation of IPC measures
- Identify priorities and translate them into the IPC action plan together with the IPC committee members
- Collaborate with IPC committee members on strategies to solve problems and improve IPC adherence
IPC training
- Continue staff training on IPC standard and transmission-based precautions following the training calendar and ensure staff attendance
- Assess the need for additional trainings (in function of audits, assessments or needs detected during IPC rounds)
- Organize IPC induction training for new staff
- Continuous on job training of staff during IPC rounds
Coaching and guidance
- Daily supervision on adherence to IPC standard and transmission-based precautions during IPC rounds for nurses, doctors, hygienists, HP, psychologists, physiotherapists, surgeons, anesthesiologists, …
- Supervise quality of cleaning and disinfection practices of hygienists
- Collaborate with departmental supervisors on implementation and adherence of IPC measures
Pharmacy and supply
- Manage the availability and correct use of hygiene items
- Ensure that the hygiene stock is clean and well-organized
- Distribute hygiene materials to hygienists of each department
- Follow-up and monitor the monthly consumption of hygiene and pharmacy (PPE, ABHR, detergent/disinfectant) items. Inform IPC manager and departmental supervisors about irregularities (increase or decrease in average consumption).
- Prepare the monthly and quarterly hygiene order
Other activities
- Follow-up on the staff vaccination rate and AEB incidence together with the staff health medical focal point and set actions accordingly
- Attend supervisors meeting biweekly
- Attend IPD morning meeting and patient rounds twice weekly
- Attend multidisciplinary team (MDT) meeting upon request/when needed
- Collaborate with Al Awda Hospital (UNION) IPC supervisor/focal point and work towards common objectives

Education
Essential: Bachelor degree in nursing, genuine interest in IPC
Preferable (not mandatory): IPC background experience or diploma

Computer skills
Preferable: Previous working experience working with MSF or other NGOs
Experience in OT is an asset
English level B1: speaking, writing and reading
Being able to communicate verbally and by email with international staff
Basic knowledge of MS office (Word, Excel, PowerPoint, Outlook)
