WeWorld-GVC (WW-GVC) is an Italian independent organization born from the merge between GVC NGO (founded in Bologna in 1971) and WeWorld Foundation (founded in Milan in 1999), with the aim of increasing the impact of their development cooperation and humanitarian aid. Present in 27 countries with 160 projects, reaching over 7 million direct beneficiaries, WW-GVC has been working continuously in Palestine since 1992, acting both in humanitarian aid and development to provide Palestinian communities access to basic services and available natural resources, strengthen their protection and enhancing socio-economic and local development. At present, the main donors are Italy (AICS), the EU (DG ECHO), UNICEF, OCHA, and Belgium (DGD).

Project Description:
WeWorld-GVC is one of the implementing partners for the project titled “Adolescents and Youth (AYs) for GREEN: Gaza Resilient Economy and Environment”, funded by the European Commission, which is implemented by Save the Children Italia Onlus (as project leading agency) with its affiliated entity Save the Children International oPt Country Office (SC), in partnership with the co-applicants WeWorld-GVC, International Links and Services for local Development Agencies (ILS–LEDA) and Save Youth Future (SYFS).
In the framework of the project, WW-GVC will implement the Community Protection Approach (CPA), which is a community engagement and empowerment instrument to design and monitor Integrated Protection Programs and provide operational tools to facilitate coherence, collaboration, and complementarity between different foreign and national aid instruments in order to find sustainable solutions to a given population’s protection risks and problems. In the project, CPA will be implemented in integration with “RESCO”, a participatory methodology for assessing the economic territorial resources and elaborating value chain strategies for sustainable, competitive, and inclusive development. RESCO was designed by ILS-LEDA and successfully used in 13 countries in the last 18 years in the framework of UN and EU international cooperation projects.
Job description:
WeWorld-GVC is recruiting an IT Expert who will be responsible, in the framework of the project, for the design and development of the CPA-RESCO Integrated Platform.
He/she will work closely with CPA Officer and Data Analyst, under the technical management and guidance of the Digital Solutions Specialist of IPDA (Integrated Protection Development Analysis) Area. He/she will report to Gaza Head of Base and will be accountable to Gaza Head of Base.
Tasks and Responsibilities
He/she will be responsible for:
- Support the WW-GVC project in the process of setting up / updating the online protection platform, also developing the code if necessary
- Maintenance of ICT tools for WW-GVC's mission in Gaza, also supporting staff members in using them
- Maintain the IT / ICT infrastructure of WW-GVC's mission in Gaza, providing support on request
- Support the Data Analyst in all activities related to the WW-GVC CPA platform and in the management of WW-GVC's ICT infrastructure
- Support their colleagues in coordinating with other offices and with other staff in relevance to the platform and ICT.
- High level of contact with the project managers to ensure projects and activities are on track.
- Identify and analyze and work on ICT solutions relevant to any technical obstacles, review the technical obstacles and propose and agree on solutions with the project team.

Essential Skills:
Qualifications:
- Bachelor’s degree in computer science, in a field related to ICT or in a similar subject.
- Knowledge of development languages such as Python, Ruby, JavaScript, PHP and / or node.js
- Knowledge of the development framework such as Laravel / Django is an asset.
- Knowledge of methodologies such as Agile and / or Prince2 is considered an asset
- Proficient in the use of computerized project management tools such as JIRA and / or GitHub
- Experience in developing and implementing ICT products.
- Experienced in the life cycle of projects for the development of applications: realization of the proposed solution, testing and implementation
- Professional level of specialist knowledge and technical / functional skills
- Has an in-depth understanding of the areas of application programming, database and systems design
- In-depth understanding of Internet, Intranet, Extranet and client / server architectures
- Good general knowledge of IT applications and services
Professional experience:
- At least 2 years of experience in a similar function
Inter-personal skills:
- Good sense of organization;
- Flexibility to respond to additional tasks or new requirements identified by the line manager.
- Ability to communicate effectively, both orally and in writing
- Understanding and commitment to humanitarian principles and values
- Passionate about IT projects
- The ability to work in a team

Desirable Requirements:
- Ability to be on track with emerging technologies and potential applications in operating environments
- Previous work experience in NGOs will be an asset
- Fluency in the English language
