Job Description
The purpose of Protection from Violence (PfV) Officer – Information Management position is to support the Protection from Violence Palestine Country Office (CO) portfolio with learning, organization, quality implementation, and product production through data systems, quality control, reporting, and maintaining the PfV Information Management System (IMS). The PfV Officer – Information Management supports the whole PfV Palestine programme, including Site Management, Protection – Civilian Self Protection, Protection – Individual Response Services, and Thought Leadership and Influence.
Responsibilities
Specific responsibilities
- Coordinate and contribute to the development and maintenance of the PfV data management system, including through design, implementation, and standardization of information flow, storage and analysis. This is to ensure data can be compared across strategic areas and area offices.
- Conduct routine maintenance and cross-checking exercises across strategic areas and area offices to ensure harmonization and raise deviations to CO-level for discussion and improvements within SoPs or implementation.
- Analyse and present data through visualization.
- Monitor incoming data for displacement or protection trends that should be raised at CO-level.
- Ensure the protection of data according to NRC’s standard requirement and the PfV SoPs.
- Provide training and support to PfV staff namely through coordinating knowledge sharing across AOs and areas within PfV and identifying/following up on coordination gaps.
- Support all databases in Protection and in Site Management through design and coordination.
- Communicate with Regional Office and information management related consultancies to ensure updated guidance is contextualized at CO-level and information management gaps are flagged and then followed up on.
- Manage database licenses and roll-out.
- Support PfV Specialist, Protection Project Manager (PMs), and Site Management PM in drafting, developing and visualizing products for a well-informed response.
- Participate in documentation of the project/s for lessons learnt and outcome monitoring events and provide inputs and feedback to PfV Specialist and PMs.
- Support PfV Specialist in documenting best information management and analysis practices across the Area Office (AOs) for consolidation and improvements.
- Liase with MEL to harmonize the MEL systems and inputs across AOs for PfV.

Qualifications
Generic professional competencies for this position:
- 2+ years of experience from working within technical expertise, preferably including M&E capacities, systems development, data management, and data analysis
- Fluency in English and Arabic, both written and verbal
- Higher education in information technology and/or social science or another related field
- Experience with and knowledge of principles and current approaches to monitoring, evaluation, accountability and learning in relief and development programs, using both quantitative and qualitative methods
- Experience with various data entries, systematization and analyses

This position is Grade (05) Step (01). Salary & Benefits are based on Jerusalem Duty Station.
