Information Management Officer

For a period of 12 months with possibility of extension

General Objective:

The overall responsibility for the Information Management Officer is to ensure the effective flow of data management within the organization, maintaining timely and accurate data reporting to support Program teams and contributes to building the capacity of relevant staff in data-related processes.

Key Activities:

 Objective 1: Support data management flow and assist in creating IM SOPs

Tasks:

  • Assist the Information Management Specialist in developing, streamlining, and harmonizing mission data management processes, including the Beneficiary Information System.
  • Ensure data systems are functioning, scalable, and aligned with organizational needs.
  • Maintain, update, and ensure the smooth operation of mission data management platforms, ensuring data integrity.
  • Collaborate with the MEAL team to refine and synthesize data collection protocols and SOPs for all data management activities.

Objective 2: Supervise IM Assistant and ensure effective data compilation and documentation.

Tasks:

  • Oversee the work of the Information Management Assistant, ensuring adherence to data collection protocols and IM standards.
  • Guide the IM Assistant in organizing and digitizing data from the field, such as beneficiary registration lists and survey data.
  • Support the IM Assistant in maintaining electronic and physical records in accordance with organization protocols and retention schedules.
  • Conduct regular quality checks on data compiled by the IM Assistant to ensure completeness and consistency.
  • Assist in the training of field staff on data collection tools and protocols, ensuring accurate data entry and management.

Objective 3: Maintain a functioning data management system and support staff capacity building

Tasks:

  • Support the development and configuration of data management tools and templates under the supervision of the Information Management Specialist.
  • Conduct routine checks on data accuracy, troubleshoot issues within the DMS, and recommend improvements.
  • Facilitate training sessions on data management systems and tools, including database management and data visualization.
  • Provide technical support to staff in using information management systems such as Azure and Kobo Toolbox.
  • Assist in ensuring data quality, including the review of collected data and feedback to the Information Management Assistant and field staff.

 

Objective 4: Produce and support recurrent data reports for program use.

Tasks:

  • Compile and analyze data for regular output reports and information products, ensuring accuracy and relevance.
  • Collaborate with project teams to prepare data visualizations for use in program management and advocacy, including GIS and PowerBI-based tools.
  • Maintain updated dashboards and information products for internal and external use.
  • Support the production of briefing notes and data-driven context updates as required by the Information Management Specialist.

Objective 5: Support data security and risk management.

Tasks:

  • Ensure compliance with data protection regulations in collaboration with the Information Management Specialist.
  • Assist in the implementation of data privacy and security policies to safeguard sensitive information.
  • Conduct routine data audits and reviews to maintain compliance with internal protocols.
  • Support in identifying and mitigating risks related to data management and security.

متطلبات الوظيفة
  • University degree (BA in Information Technology, Computer Science, Information Management, or related field).
  • Experience in supervising data entry and management processes and providing training to staff.
  • Familiarity with the local context, stakeholders, and dynamics in the West Bank.
  • At least 3 years of relevant professional experience in data management, preferably in a humanitarian or non-profit setting.
  • Understanding data management best practices, including data integrity, quality checks, and reporting.
  • Preferably knowledge of humanitarian or emergency programming.
  • Flexibility and adaptability to work in challenging environments.
  • Strong skills in Excel (including PowerQuery) and experience working with databases.
  • Knowledge of the related national and international technical standards.
  • strong problem-solving abilities, with the capacity to analyze complex situations and develop effective solutions.
  • Strong analytical and communication skills, with the ability to support diverse teams.
  • Strong organizational and time management skills.
  • Proficiency in English and Arabic (both written and spoken).
  • Knowledge of data visualization tools (such as Power BI and GIS) and experience in data analysis.
  • Familiarity with ODK/Kobo Toolbox and other data collection tools.
  • Familiarity with Microsoft Azure and cloud-based data management is a plus.
  • Familiarity with SQL and C#.
  • Flexibility and willingness to travel in West Bank.
