Assignment Title: Institutional Assessment of Ramallah Al Bireh Beitunia Joint Cooperation Unit (RAB JCU)

The Palestine Liberation Organization, for the benefit of the Palestinian Authority has sought financing from the World Bank for the Integrated Cities and Urban Development Project (ICUD). The Project Development Objective is to assist participating urban areas to enhance their capacity to plan for sustainable urban growth. Concretely, the project will strengthen the institutional and technical capacity of participating urban areas (Ramallah area, Nablus area, Bethlehem area, Hebron area, and Gaza City) to plan for sustainable urban growth. The project will be implemented by the Municipal Development and Lending Fund (MDLF) and technically overseen by Ministry of Local Government (MoLG).
The MDLF, as the delegated implementation agency of ICUD, intends to use part of the ICUD Grant from the World Bank (WB) fund to hire an individual consultant to implement the institutional assessment of Ramallah, Al Bireh, and Beitunia Joint Cooperation Unit (RAB JCU).
Objective of this assignment
The consultant will conduct a full institutional assessment for RAB JCU, taking into consideration the following:
- LGU memberships in the JCU – the original MoU and any applicable bylaws, roles and responsibilities, membership’s modality, including mechanisms to include more LGUs in its body (ICUD aims at expanding RAB JCU through including Surda Abu Qash, the assessment will help in identifying modalities to include Surda Abu Qash, and other LGUs on the long term, taking into consideration the variety of size and capacity between the main cites and the neighboring villages);
- Governance model and organizational structures;
- Financial systems;
- Programmatic results; work flow; reporting and feedback mechanisms; etc.
- Communication and engagement with strategic partners; and internal and external coordination and collaboration;
- Others, as may be agreed on with the team during the initial consultation meetings.
The objective is to provide a comprehensive assessment including identifying bottlenecks, drivers for success, opportunities for advancement, as well as propose a roadmap for improvement and enhancing intra urban area coordination and cooperation.
The Municipal Development and Lending Fund (MDLF) invites eligible qualified individuals to provide information indicating their qualifications, experience and appropriate skills to perform the services.
The main qualifications of the consultant are as follows:
- A postgraduate degree in development studies, institutional development, governance and planning, business/public administration, or similar fields;
- Extensive experience (above 10 years) in management consulting specially in public sector development;
- Knowledge and expertise in developing evaluation frameworks and methodologies;
- Expertise in designing and carrying out assessments of institutional effectiveness;
- Knowledge of the public sector and its institutional arrangements;
- Proven oral communication and drafting skills in English and Arabic with excellent analysis and synthesis skills;
- Ability to meet deadlines of delivery outputs within the agreed time-frame.
The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers published by the World Bank in January 2011, revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Individual Consultants shall be selected through comparison of qualifications of those who have expressed interest in this position.
