Institutional Capacity Strengthening Advisor

Dimensions works as a subcontractor for Chemonics International in implementing USAID – Trade, Investment, and Finance Activity (TIFA).
Dimensions seeks to hire – for its TIFA subcontract – a full-time Institutional Capacity Strengthening Advisor. We are looking for reliable, self-motivated, goal-oriented, and passionate professionals to contribute to Dimensions’ efforts in meeting the scope and objectives of this project.
This position will be based in Ramallah.
Key Responsibilities
- Offer technical support to private sector associations to improve regulatory compliance and understanding of international standards. Advise on strategies to enhance export capacity and facilitate market access for businesses.
- Work with private sector associations to identify key sector-specific needs (e.g., training, certifications, technology upgrades) that can increase competitiveness in international markets.
- Develop and implement capacity-building programs aimed at strengthening the ability of private sector associations to better serve businesses, with a particular emphasis on export readiness activities.
- Identify strategies to enhance institutional efficiency in border exports and logistics.
- Report to the component Team Lead on progress toward achieving project objectives and key performance indicators (KPIs).

Main Requirements
- Bachelor’s Degree in relevant fields. Advanced degree preferred.
- At least 7 years of relevant experience in capacity building, business consulting, or institutional strengthening. Preference for candidates with experience in large-scale projects, especially those who have worked on USAID-funded projects in the areas of trade, finance, and capacity building.
- Experience working with SMEs, startups, and private sector associations to build capacity, with a specific focus on enhancing export capabilities.
- Proven expertise in designing and delivering capacity-building programs for businesses, government entities, or trade stakeholders.
- Strong understanding of international trade standards, regulations, and best practices.
- Excellent interpersonal and communication skills, with experience working in cross-functional teams and the ability to collaborate effectively with diverse stakeholders to achieve project objectives.
- Fluency in Arabic and English required.
