The World Bank additional funding Project to strengthen the capacity of Palestinian Water Authority and help in completing the water sector reform includes a supplementary assistance to establish WSRC and covers the institutional set up; internal organizational settings, developing regulations policies, procedures and standards, developing and implementing business planning and developing staff regulation and building capacity, etc.
The Water Sector Regulatory Council (WSRC) is considering the appointment of a qualified institutional support specialist, to support the preparation of the council strategic and business plan, policies and communication plan. The main objective of this one-year assignment is to support capacity building efforts for the establishment of a professional sustainable institution through two means:
-Institutional development of the WSRC: The Consultant shall provide oversight and coordination to the consultancy firm responsible for preparing WSRC strategic framework, business plan, revised organizational structure with job analysis, and standard operating procedures. The Consultant will make sure that these outputs are followed up and fully used by the WSRC.
-Communication and outreach campaign of the WSRC: In addition, the Consultant will also oversee the development of communication strategy and action plan for the WSRC as well as follow up on the implementation. He will be trained on the job with regard to the communication needs and expertise of the WSRC.
Scope of Work
Under the direct supervision of WSRC’s Chief Executive Officer (CEO), the selected Institutional Development Consultant will be required to familiarize him/herself with all aspects of the execution of the project and to be responsible for the provision of technical and institutional support in the strategies and business plans as well policies and communication plan preparation process. With this, he/she is expected to carry out the following tasks:
-Make available all related documents to consultants working on strategic plan, business plan and communication plan and WSRC policies.
-Coordinate workshops, and meetings and interviews logistics for the consulting firms if required,
-Act as a focal point for consultants, arrange for internal meetings with council staff, respond to technical issues with close coordination with the CEO,
-Maintain adequate follow-up with the tasks achievements through regular reporting to the CEO, draft reports to donors, and prepare briefings for the council weekly meetings.
-Coordinate related periodic reports, (i.e., monthly/quarterly/annually) in the agreed formats; and,
-Performing other related duties as may be assigned by the Project Coordinator.
-Implement communication activities like update website, fb, prepare monthly summary of WSRC work in newspaper, prepare press releases and others
The Consultant will be housed within WSRC offices in Ramallah. The contract is time based contract for the duration of one year. The expected start date is May 1st 2016.
The WSRC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Curriculum Vitae). The Minimum Qualifications/Short listing criteria are:
-Bachelor’s degree from an accredited university in Administration, communication, or equivalent. Master’s degree in water management is highly desirable.
-At least 8-10 years of previous relevant experience in institutional management and at least 3 years’ previous experience in the Palestinian water sector is highly desirable.
-Strong supervisory, interpersonal, communication and staff support skills.
-Fluency in English and excellent report writing.
-Excellent computer skills.
-Ability to work under pressure within team work arrangement.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants "IC” method set out in the Consultant Guidelines.
