Oxfam Novib is looking for an
Institutional Funding Manager (IFM)
Full-time contract for one year from May 1, 2010 (with possibility of extension) To be based in Jerusalem
who, together with us and many others, wants to work towards creating a just world without poverty. Around the world people are fighting for their right to a decent livelihood. Oxfam Novib supports them in this. We support projects, strengthen local organizations and campaign for just policies. We do so locally and internationally because poverty and injustice are global problems and are related to unjust economic and political relationships. That is why we work together with Oxfam International.
Oxfam Novib’s head office is based in The Hague, The Netherlands. In order to lead, co-ordinate and implement our humanitarian work and to carry out our Oxfam International lead role in a selected number of countries, we have six offices in the countries where we work, one of them in Jerusalem. In these offices we also have stationed IFMs in order to expand our capacity to raise funds to support our overall programs.
Purpose of the job
The main purpose of the position is to develop new sources of income and to maximize funding for programmes, through targeted relation building and a strong entrepreneurial approach.
In this job you work in close cooperation with the ON Country Representative and Humanitarian Programme Officer in Jerusalem, the Programme Officers and Financial Officer of the regional team in The Hague, as well as the External Funding team in The Hague.
Main tasks and responsibilities
-To identify and keep up-to-date information about fundraising opportunities with institutional donor agencies for Oxfam Novib’s programmes in the occupied Palestinian Territory and Israel;
-To build up and maintain a network of contacts with relevant donor agencies;
-With the Jerusalem Office and Middle East and Maghreb regional team in The Hague, further develop the funding strategy and Oxfam Novib niche to external donors with particular focus on Oxfam Novib’s new strategic plan for 2011-2015;
-Support and provide guidance to programme staff and local partner organizations in developing high quality project proposals that meet donor conditions;
-Together with Oxfam Novib Programme Officers, local partner organizations and the External Funding Team develop ideas for programs which could be funded externally, and prepare brief program descriptions for use in proactive fundraising;
-To negotiate and manage the corresponding contracts as well as play a key role in the monitoring of externally funded programmes;
-To provide information on proposals and contracts to the Management Information System of Oxfam Novib & feed into Oxfam Novib planning & monitoring cycle;
-Coordinate fundraising plans with other Oxfam affiliates, and in times of emergency manage the Oxfam International funding grid;
-Contribute to developing Oxfam Novib’s global funding approach in cooperation with the External Funding colleagues in Den Haag and Oxfam Novib offices in other countries.
Required skills and experience
-University degree in relevant area or proven experience at this level;
-At least 5 years of work experience in the field of development & humanitarian cooperation preferably with an NGO;
-Experience with identifying fundraising opportunities preferably for NGOs as well as with preparing project proposals for institutional donor agencies, experience with EC/other main donors’ rules and regulations;
-Substantial knowledge of and ideally previous work experience in the occupied Palestinian Territory & Israel;
-Experience and knowledge of project cycle management, including monitoring, technical and financial reporting;
-Good communication and coaching skills; a natural networker with substantial experience of building relationships with (potential) donors; a team worker able to work with colleagues in different geographic locations; excellent writing skills; attention to detail;
-Having a network of donor agencies and a thematic specialization in human rights/protection; women rights; health; or agriculture/food security are an asset;
-Fluency in English is required for all positions; Arabic is an asset.
Remuneration
The employee will be contracted by Oxfam Novib according to Israeli labour law with a net salary of 8.500 ILS – 11.000 ILS per month (40hr/week), depending on qualification & experience.
