CONTEXT AND BACKGROUND
Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.
ROLE IN THE ORGANIZATION
The Internal Auditor is under the supervision of Finance Manager, s/he will be responsible for performing full audit cycle including risk management and control management over operations’ effectiveness, financial reliability and compliance with all applicable directives and regulations. S/he also works in close cooperation with all the team, as follows:
Monthly compliance review:
- Obtain, analyze and evaluate accounting documentation, previous reports, data, flowcharts etc.;
- Monitor the compliance process by ensuring that the documentation is sent from Gaza Strip Office to HQ;
- Act as an objective source of independent advice to ensure validity, legality and goal achievement;
- Ensure regular controls on quality of the documentation; in terms of accuracy and consistency of documents against SIF’s procedures;
- Support in implementing partners’ due diligence and monitor implementation of risk reduction plans;
- Assists in partners audit to ensure compliance with donor’s and SIF’s rules and regulations.
- Test the operation and the design of existing financial controls;
- Maintain open communication with management and makes recommendations to financial management about software, policies and audit triggers;
- Identify and share lessons learned, good practices and improvements in SIF’s procedures, resulting from the compliance review process, internal and external audits;
- Carry out on an ad hoc basis any other activity requested by Head/ Deputy Head of Mission.
Participation in preparing, implementing and following-up internal audits:
- Conduct internal audit functions: conduct regular spot checks, prepare reports and follow up on recommendations;
- Ensure control management regarding financial reliability and compliance by making sure that MOI and SIF’s procedures and regulations are strictly adhered to.
- Follow up on internal audit recommendations at both Office and HQ levels;
- Prepare terms of reference for conducting internal audit on SIF’s Office and have it validated;
- At direction of Head of Office: plan, organize and conduct internal audit process, in accordance with the internal audit ToR and checklist;
- Conduct follow up audits to monitor management’s interventions;
- Engage to continuous knowledge development regarding sector’s rules, regulations, best practices, tools, techniques and performance standards;
Participation in preparing, smooth running and following-up external audits:
- Ensure preparation for external audits, through review of supporting documents and make them available for the process;
- Identify risks, communicate them to Head of Office and implement corrective measures related to concerned department;
- Contribute to smooth running of external audit: implementing the corrective actions requested, participating in kick-off and closing meetings of each external audit.
- Update external audit recommendations tracking file and ensure the implementation of external audit recommendations in conjunction with other departments.
Reporting:
- Prepare and present reports that reflect audit’s results and document process;
- Document process and prepare audit findings memorandum;
Others:
- Performs any other duties related as may be assigned.

QUALIFICATIONS AND EXPERIENCES
- A Bachelor Degree from an accredited university in accounting, financial management or other relevant educational background combined with relevant professional experience;
- Minimum 5 years of proven field experience in relevant audit fields;
- Solid experience of work with windows based computer software, and modern accounting-systems, knowledge of SAGA program is an advantage;
- Proven knowledge of auditing standards and procedures, laws, rules and regulations;
- Ability to manipulate large amounts of data and to compile detailed reports
- Strong data collection, analysis and synthesis skills;
- Experience in and commitment to participatory management and maintaining a supportive, open environment to ensure the transferring of knowledge & development of all staff;
- Excellent written and spoken English (essential);
- Excellent communication skills and flexibility;
- Ability to build, manage and motivate teams and individuals to achieve set objectives and targets;
- Ability to participate in teams but also to work independently;
- Ability to work under pressure and in emergency situations;
- Ability to travel frequently and under the particular travel requirements of the assignment.

Humble and flexible, capacity to prioritize, sense of responsibilities and coordination skills, very good interpersonal skills, patient and ready to listen to people, open-minded and collective approach and strong humanitarian motivation, and high level of ethics (including confidentiality, impartiality, cultural sensitivity.
