International Consultant for Conducting a Mid-Term Review (MTR) of Pro-Poor Integrity Programme
Tiri-Making Integrity Work (www.tiri.org) seeks the services of a team of consultants to conduct a mid-term review for the Project entitled “Pro-Poor Integrity” which is funded by DFID through the “Governance and Transparency Fund”.
Tiri’s Pro-Poor Integrity (PPI) programme works with local government and CSOs in seven countries to improve the delivery of four MDGs locally and, by extension, nationally by improving local integrity systems. The four essential public services identified as the services that are needed to make faster progress towards the MDGs were: education, health, water and sanitation, and social protection. The countries are Afghanistan, Liberia, Kenya, Kyrgyzstan, Palestine, Sierra Leone and Uganda.
The Pro-Poor Integrity (PPI) programme works with local state institutions and CSOs to strengthen integrity in the delivery of MDGs in local communities to demonstrate the contribution that improvements in local governance can make to the attainment of the MDGs. It aims to provide the evidence to link progress in integrity reforms and improvements in MDG attainment at the local level. Through its implementation, the PPI seeks to make a strong impact towards helping local governments and their stakeholders fulfill the promise of the Millennium Declaration.
The PPI is a five-year programme that started in October 2008 and will run through October 2013. The mid-term review will be done based on desk study and field visits to the countries where PPI is implemented.
Under the scope of this assignment, the consultant is required to:
1- Assess PPI implementation and impact so far with a focus on demonstrating results.
2- Provide an analysis of accountability and value for money with respect to the use of funds.
3- Analyze the risks associated with the implementation of PPI.
4- Draw key lessons learnt, the possibilities of replication, and comment on continuous learning processes.
5- Advise on any needed changes to improve implementation.
The MTR should be finalized before the end of March 2010. The team of consultants is expected to suggest a sound methodology proposing the number of countries to be visited and the data collection tools.
