Position: Investment Co Financing Facility (ICF) TA Support

The Finance for Jobs (F4J) Project is a four years economic development program based in Ramallah, funded by the World Bank and implemented by DAI for the Ministry of Finance and Planning (MoFP). Its overarching objective is to mobilize private sector investments and create jobs in the West Bank and Gaza through the deployment of innovative financing instruments that crowd in private investment. F4J’s management seeks to maintain a pool of experts/consultants in specific project technical areas to support the F4J team in the assessment of investment project applications, as well as for follow up of project implementation needs. The consultants will be recruited for short-term work to deliver on specific assignments.

General Tasks
Illustrative tasks will include, but are not limited to:

Finance/Investment experts:
review business plans and financial models to support validation of assumptions. Experts in financial analysis will also support updating the financial models and ensure proper cash flow projections.

Technical experts:
thoroughly review technical specifications of firm proposed production feasibility plans and other inputs required for review before investment, and provide overall technical assessment

Environment experts:
conduct environmental and social impact risks, mitigation measures, and implementation plans for monitoring environmental management.

Experts will also be responsible to:
Provide detailed feedback and comments to F4J management on proposed investment projects.
Support monitoring of investment project implementation and prepare report.
Prepare short reports on findings/conclusions.

The project is looking for several highly skilled individuals in various areas of expertise:
Experts in financial/investment analysis skills able to engage with firms and assess their capabilities across the following sectors: agricultural production, irrigation, agricultural marketing, food processing, dairy production, poultry and slaughterhouses, solar energy, light manufacturing, telecom & internet infrastructure, and tourism.
Experts in technical skills in sectors mentioned above.
Experts in environment with expertise in World Bank safeguards.

General Qualifications:
Besides relevant background in areas mentioned above, the applicant should have Strong English writing skills.
