IRD |Monitoring and Evaluation (M&E) Manager

Municipal Governance Advisor/Palestinian Community Assistance Program International Relief and Development (IRD) (www.ird-dc.org) is a non-profit organization specializing in international development and humanitarian assistance in over 40 countries.
IRD is operating in the West Bank and Gaza since December 2007. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency.

IRD is requesting CVs for a Senior-level Monitoring and Evaluation (M&E) Manager to
oversee the M&E component of the three-year Palestinian Community Assistance Program
(PCAP). PCAP is a USAID-funded humanitarian and recovery program in Gaza which will
administer large sub-grants that will support complex programs in Gaza with the goal of improving
food security, secure housing options, and household level economic recovery. The
position requires an understanding of USAID requirements for reporting program results,
and the incumbent will oversee a variety of activities including: development of the monitoring
and evaluation plan, baseline and ongoing data collection, analysis, and reporting; and
liaising with other PCAP M&E staff, as well as other program staff. The position is based in
Gaza and is contingent upon receipt of award.

Required qualifications:
Candidates should have:
-At least five years of experience designing and implementing monitoring and evaluation systems for humanitarian programs including data collection and analysis, indicator selection, and database systems.
-Experience providing strategic programming advise to senior program staff based on a knowledge and understanding of program impacts and results.
-Ability to manage M&E staff in the preparation of reports
-USAID experience preferred .
-Minimum Masters degree in a relevant field is required .
-Fluency in both English & Arabic
