IRD |Senior Finance Specialist

Municipal Governance Advisor/Palestinian Community Assistance Program International Relief and Development (IRD) (www.ird-dc.org) is a non-profit organization specializing in international development and humanitarian assistance in over 40 countries.
IRD is operating in the West Bank and Gaza since December 2007. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency.

IRD is requesting CVs for a Senior-level Finance Specialist to assist the Chief of Party (COP), DCOP, Senior Finance and Administration Manager and other Senior Program Managers, in the implementation of the three-year Palestinian Community Assistance Program (PCAP).  PCAP is a USAID-funded humanitarian and recovery program in Gaza which will administer large sub-grants that will support complex programs in Gaza with the goal of improving food security, secure housing options, and household level economic recovery. The Senior Finance Specialist will assist Senior Finance and Administration Manager in performing all aspects of financial management of PCAP, ensuring compliance with IRD’s internal policies and procedures as well as USAID regulations.  Also, he/she will be responsible for providing timely reports and assistance to the Program team to ensure that financial resources are used efficiently and effectively. The position is based in Gaza and is contingent upon receipt of award.

Required qualifications:
Candidates should have:
-At least five years of progressive financial management experience is required.
-A BA/S or equivalent in accounting or finance is required.  An advanced degree is preferred.
-USAID funded grants financial management experience preferred.
-Strong analytical skills, self-motivator and have strong sense of internal control.
-Excellent interpersonal and communication skills, both written and spoken.
-Strong proficient in MS Office programs, particularly MS Excel.
-Excellent oral and written English skills
