IT Officer
US Government provided fund through the US Consulate to establish a Project Implementation Unit (PIU) hosted by the Directorate General of International Relations and Projects at the Ministry of Finance & Planning (MoFP) to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority institutions. PIU is seeking a highly qualified applicant as a IT Officer with the following qualifications:

Qualifications:
Bachelor’s Degree in Information Technology/Computer Programming
At least 8 years experience with complex databases.
Proficient in Windows latest versions, Networking and servers.
Experience in public-sector Program Management / Construction Management office environment is highly desirable.
Knowledge of Microsoft operating systems and software.
Prolog Management System or other large-scale, integrated project management solution is highly desirable.
In depth technical knowledge of PC hardware
Experience with high-quality digital imaging.
Up-to-date knowledge of the latest IT and software trends
Ability to quickly establish good working relationships with FA stakeholders
Experience in large scale multi-projects organizations
Work experience with Donors – especially US funded projects
Self-driven and motivated personality
A logical approach to complex problems
Enthusiasm for continual learning
High level of proficiency and fluency in spoken and written English.
Excellent communication, organizational and interpersonal skills; resourceful; able to take initiative; team worker.
Main Duties:
Develop long-term IT strategies and procurement guidelines for the FA projects.
Review and formulate the specifications and cost estimates of IT FA projects.
Provide Technical and operational advice to FA stakeholders’ projects and systems.
Review and approve suppliers’ submittals for FA procured IT items.
Coordinate with beneficiary to obtain their requirements and accordingly obtain pre-tendering approval of IT equipment.
Coordinate with GSD to obtain their requirements and accordingly obtain pre-tendering approval of IT equipment.
Manage tender invitation with Ministry of Finance & Planning / GSD external department.
Update PIU on the needed vetting request for bidders whom offered prices during IT projects bid opening sessions.
Represent PIU in tender opening committee meetings.
Represent PIU in tender technical evaluation committee.
Monitor contract signing with suppliers and ensure all suppliers fulfill PIU standards and requirements prior to signing contract.
Obtain beneficiary approval on samples as needed.
Manage, in coordination with PIU project Manager, the receipt of purchased items.
Form a committee to inspect equipment and ensure quality meets the samples approved by beneficiary.
Forward payments to concerned PIU staff to be processed as per the internal payments process.
Provide end-user support for the suite of Prolog Modules and Forms, including customization of screens, processes and reports, as required, satisfying the end-user requirements.
Provide end-user training and “over the shoulder” reviews to ensure that the Prolog software is being used effectively and efficiently, and that data is being entered thoroughly and correctly.
Help enforce Program and Project Procedures through the correct entry, reporting, and interpretation of Prolog data.
Provide ad-hoc technical and trouble-shooting support for the Prolog Modules and Forms, and act as a “first-responder” to end-user trouble tickets.
Manage procurement documentation and share it regularly with Document Controller to ensure all documents are documented according to PIU standards.
Monitor and update procurement tracking sheet.
Report status of all IT procurement projects bi-weekly to PIU Executive Assistant or whenever needed.
Identify and prioritize IT needs for PIU in each financial year.
Provide Software support for the unit and FA projects when needed.
Maintain and repair PIU systems at all levels.
Set up and maintain Prolog network infrastructure and architecture.
Maintain network software systems.
Manage software licensing.
Maintain Data and network security.
Manage/ maintain PIU user accounts.
Manage/Maintain 24-hour email and internet access for PIU staff.
Monitor network to ensure network functionality and availability to all system users.
Install, maintain, troubleshoot, and repair cabled, wireless and other network infrastructure.
Support existing/new server and administer access rights for all users in the office.
Maintain local and server based anti-virus software.
