IT Officer

OBJECTIVE OF THE POSITION:
Reporting to Gaza Logistics Manager, The IT Officer is responsible for providing administrative support to the IT function, providing basic IT support to end users, this role is integral to the service delivery of the IT business function to the rest of the Site. The IT Officer will assist the Gaza Logistics Manager with general administration including asset management, user management and administration of various IT systems. The IT Officer will provide some IT support to end users and liaise between staff and our managed services provider to ensure resolution of more technically complex issues. The IT Officer will also act as a liaison between the site and various vendors and IT contractors.
He or she is the Focal point person for the Gaza logistics manager and as such informs him or her of any problems that fall within his or her remit and suggests solutions.
He or she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development.
Responsibilities:
RESPONSIBILITY 1: SUPPORT IN ENSURING THE CORRECT MANAGEMENT OF EQUIPMENT AND IT AT OFFICE LEVEL
Aim: To ensure the office has the means necessary for its smooth running
Benchmarks: Laptop equipment and software adapted to the programmes needs; data security (back-ups), rate of servicing for Laptop equipment and for other equipment; existence of equipment management procedure
Activities:
- Ensure that Equipment and IT Management Policy is implemented, understood and respected within the Site.
- Be the focal point for IT related issues and requests.
- Ensure proper installation, follow up and upgrade of IT equipment (hardware, software, network, back up, security systems and devices).
- Train/support (or supervise the training) users on how to properly use the equipment including IT equipment.
- Follow up strictly the allocation of all the IT equipment (which mainly are laptops, desktops, printers, video/LCD, power supply, and communication) plus the allocation of the IT small equipment (external hard disk, UPS…) on the projects, partners and sites….
- Ensure the installation of antivirus software & any other systems as required on each laptop/ desktop in the mission fitting with HI regulations.
- For communications, follow up the use of cell phones by the teams; ensure that every staff allowed has a cell phone from the association. And every visitor must be provided with a cell phone.
- Supervise the internet set up.
- Ensure that the documents related to equipment management are compliant with HI policy
- Make sure that HI standard storage procedures are followed; ensure the quality procedures and control the stored equipment.
- Apply equipment management procedures and written certification of each withdrawal of equipment from stock.
- Ensure the use of and accurate update of the Equipment Monitoring Chart (EMC) and the quality of the data it contains.
- Coordinate to run physical stock take in the mission quarterly, ensure its validation by the ALM, and filling,
- Contribute in the Identification of the site needs in terms of equipment, advice/report to the line manager its allocation, and usage.
- Responsible for the equipment installation/ maintenance.
- Produce and file related documents per each equipment item while control the well documentation in the site (ID card, PSR, delivery note, guarantee, user guide, maintenance reports, reallocation/destruction report, donation certificate, and invoices…. etc.).
RESPONSIBILITY 2: EMERGENCY PREPAREDNESS AND RESPONSE RESPONSIBILITIES
- Contributes to the program's emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response

Professional skills
- Education: Bachelor’s degree in Computer Science, Information Technology, or a related field.
- Experience: At least 3 years of experience in hardware maintenance, network administration, or a similar role.
- Additional Certificates are advantageous.
Cross-cutting skills
- Fluent English required, fluent French desirable;
- Attention to detail and proactive problem-solving.
- Good interpersonal skills and proven ability to work in a highly team-oriented environment.
- Proven ability to function in a fast-paced, project-based, environment.
- Strong technical proficiency in hardware, networking, and security domains.
- Network knowledge: LAN / WLAN / switching / routing / firewall management.
- Ability to troubleshoot complex technical issues.
