IT Specialist – USAID Non-Revenue Water Management Project (NRWMP)
The USAID NRWMP, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech) in the West Bank is currently accepting expressions of interest from qualified candidates for an IT Specialist position. This position will be located in the main office in Hebron.
The purpose of this project is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is a full-time position based in Hebron with regular travel to Dura and Halhul.
The IT Specialist will work under the guidance of the Director of Operations and work closely with ARD Home Office IT department to ensure IT standards and polices are deployed correctly and will be responsible for overseeing Tetra Tech NRWMP's IT operations, ensuring the smooth functioning of technology infrastructure, and driving innovation to meet our project needs.
Responsibilities:
- Configure and maintain desktop and laptop systems including anti-virus, operating systems and application updates.
- Identify, troubleshoot and resolve hardware, software, and network-related problems encountered by end-users of the Tetra Tech-NRWMP network and the Internet.
- Provide support and maintenance for office equipment such as printers, networked copiers, scanners, and faxes.
- Install, certify, and troubleshoot network cabling infrastructure, including the local area network equipment and software.
- Perform network administration maintenance, develop and enforce Tetra Tech NRWMP’s network security and installation procedures.
- Manage major network, hardware, and security software.
- Maintain and monitor network systems and internet connectivity including configuration management, backup, archival, and software upgrades.
- Participate in IT-related procurement as required, including developing specifications, recommending responsible vendors, and participating in or advising technical evaluation committees.
- Receive and inspect purchased IT supplies and services.
- Work with vendors to resolve hardware operating system issues.
- Assist in the creation and/or design of a database as needed for other units within the project
- Follow up on requests for new emails and the renewal of software needed licenses with Tetra Tech Home Office IT.
- Perform other tasks defined by the Director of Operations.

Qualifications:
- Minimum of a bachelor’s degree in computer science, MIS, or any related field.
- At least three (3) years of progressively responsible work experience in managing IT systems in complex project(s), preferably with at least three (3) years of experience with USAID or other donor funded program(s).
- Good experience in hardware and software systems.
- Good experience in maintaining laptops, printers and copiers functionality and operation.
- Proven experience in database development, management, and SQL.
- Proven experience of data collection design such as Kobo Toolbox.
- Full professional proficiency in spoken and written English and Arabic is required.
