Capacity Building of Palestinian Civil Defense – Disaster Preparedness and Response

Duty Station: East Jerusalem
Duration: 6 months (with possible of extension)

WFP is currently implementing a capacity-building project in support of the Palestinian Civil Defense (PCD) – the project focuses on building PCD’s disaster preparedness and response capacity through a number of activities related to information management, emergency telecommunications and logistics. A dynamic team of both internationals and nationals are already working on this project.
WFP is looking for a volunteer to join this team. We are looking for a dynamic, flexible and structured person who is not afraid to learn and to test innovative approaches. The volunteer will be available to recent graduates in Computer Engineering, Information Technology, Software Engineering, Computer Science, or other related fields. As the candidate will be inter-acting with both government and partner organization, WFP is looking for candidates with positive attitude and strong inter-personal skills, who like to inter-act and build strong relations with a range of actors and in a sometimes-challenging environment.
Duties and Responsibilities:
-Assist the WFP Web Developer in maintaining the Disaster Management Web Portal.
-Assist in developing new features and modules for the web portal.
-Test WFP IT solutions for the PCD and report problems accordingly.
-Assist in providing technical support, guidance and training to partners.
-Conduct technical research on topics including GIS, systems integration and Mobile Development.
-Prepare and translate technical manuals.
-Liaise with partners and developers.
Competencies Required:
-Able to work full-time (5 days a week 7.5hours aday).
-Self-motivated and eager to learn.
-Knowledge in software development activities including Web and Database Development. The candidate should have knowledge in developing with one or more of the following programming languages: PHP, Java Servlet or ASP.net.
-Knowledge with Client Side technologies including HTML, CSS and JavaScript.
-B.Sc in Computer Engineering, Information Technology, Software Engineering, Computer Science or equivalent.
-Strong team player.
-Good English Language Skills.
-Knowledge in mobile development with HTML5/CSS/JavaScript is an advantage.
-Knowledge in data-interchange formats such as JSON and XML, and RESTful applications is an advantage.
-Knowledge with Drupal Content Management System is an advantage.
-Knowledge with GIT or any other source control system is an advantage.
-Knowledge with Photoshop and Illustrator is an advantage.
-Knowledge with geographic information system (GIS) technologies, mobile development tools and frameworks is an advantage
-Knowledge with System Administration and Networking is an advantage.
This is an opportunity for newly graduated students to gain an institutional experience; as such the WFP volunteers do not receive any remuneration, subsidy, compensation or any other benefit. However the office will pay the amount of 400$ to support transportation and other day to day expanses.
The WFP Volunteers are not considered in any respect as being a staff member of the WFP. The present assignment carries no expectation of renewal or conversion to any type of contract or appointment in any activity of WFP.
