Job Creation Programme Project Manager

The United Nation Relief and Works Agency for Palestinian Refugees / Cash-for-Work Project (CaWP), is seeking qualified candidates for the following vacancies;
Job Title: Project Manager

Background
UNRWA’s Job Creation Programme (JCP) provides temporary cash-for-work opportunities for vulnerable refugees in the West Bank to relive their economic hardships, while contributing to development and protection of local communities through community work.

Al-Habtoor Group L.L.C has funded UNRWA JCP to initiate an eight month long project providing short term job opportunities for vulnerable Palestine refugees, by supporting rehabilitation of farming land and natural resources destroyed by settler violence.

UNRWA is now recruiting a Project Manager for the project. The incumbent will report to the JCP Manager and closely coordinate his/her work with the JCP Protection Coordinator.

Description of Duties and Responsibilities
Manage project implementation including ensuring that project follows action plan within set timeframe and monitoring that JCP staff in related areas are implementing the project activities in accordance with the terms and conditions prescribed and approved in the project documents.
Monitoring includes regular visits to the project activities in the field. Evaluate the project activities, establish and implements mechanism to systematically assess the achievement of results
Ensure budget monitoring and expenditure falls within project financial resources; develop and manage appropriate accounting system for the project in coordination with relevant JCP Finance staff. Prepare documents for tenders according to UNRWA rules and regulations
Develop and maintain productive working relationships with relevant stakeholders including other UNRWA departments, PA Ministry of Agriculture and Ministry of Environment, CBOs, NGOs and the local community Be responsible for narrative and financial project reporting to donor. Ensure donor visibility requirements are fulfilled by development and implementation of visibility plan.

Planning and conducting related training to JCP beneficiaries involved in this project.
Performs such other duties as may be assigned.

Essential Qualifications and Experience
A university degree in Architecture, or nay related degree reference to land escape management, Natural Resources Management, or any other related field

Experience
Minimum 2-3 years of progressive experience in project management.
Experience in natural resource restoration, land scape designs.
Experience of Cash for Work and/or protection interventions desirable.

Ability to travel between project sites all over the West bank

CONDITIONS OF SERVICE
-The duration of the consultancy will be 6 months, subject to a probation period of 3 months.
-Remuneration for this consultancy is US $2000 per month.
-The incumbent is expected to be based in Jerusalem and will be required to travel within the West Bank.
-Possession of a valid driving license.
