Gaza Residents ONLY
An international organization is seeking to fill the following positions for a potential project focused on enhancing agricultural development in the Gaza Strip. The project aims to increase the income of women and men smallholder producers through more effective and inclusive urban agriculture market systems.
Key objectives include:
-Improved capacity and agricultural practices in urban agriculture leading to increased employment and income opportunities of small-scale producers; and
-Improved market functions in the urban agriculture system leading to increased market access for small-scale producers.
The project is anticipated to start in January 2013 and will begin with an initial three-year program phase.
1-Team Leader
Responsibilities:
The Team Leader will hold overall responsibility for the management of the program, including strategic vision and filed team leadership; development and implementation of work plans; oversight for operational budgets and performance monitoring plans; and liaising with key stakeholders. Additional responsibilities include:
-Provide overall program strategy and leadership for all program activities, including monitoring and reporting on results and management of project funds;
-Oversee and guide the 6-9 month inception period during Phase 1 leading to the development of a detailed implementation design and strategy;
-Oversee the provision of technical assistance, including facilitation of market system development and capacity building of partner organizations and service providers;
-Ensure utilization of gender- and conflict-sensitive approaches during program design and implementation;
-Ensure knowledge management and know-how transfer, including capacity building of local stakeholders, to ensure sustainability beyond the project’s lifecycle; and
-Serve as the principal point of contact for the project and oversee all programmatic, financial and other required reporting.
Qualifications:
-At least 15 years of relevant experience with market driven, private sector development programs;
-Demonstrated successful experience leading M4P (Making Markets Work for the Poor) programs with broad understanding of value chain dynamics including experience in agricultural value chain facilitation, market information systems, and facilitating market linkages;
-Experience building the capacity of indigenous NGOs/Institutions (facilitating information flows, technology adoption, and market systems planning) to improve quality and efficiency of agricultural institutions;
-Demonstrated experience integrating gender-mainstreaming and conflict-sensitive approaches into development projects;
-Previous Team Leader or other senior manager-level experience on donor-funded projects is highly advantageous;
-Experience in the Gaza strip and/or in peri-urban agriculture is strongly preferred;
-Graduate degree in agronomy, agriculture, or other relevant field; and
-Fluency in English is required and knowledge of Arabic is highly advantageous.
2-Capacity Building Specialist
an expert in agricultural practices in Gaza, ideally with knowledge of best practices in technologies and procedures to improve productivity and resource efficiency. This person may have experience as a trainer or otherwise familiar with assisting producers (and others along the value chain) to adopt new methods—ie. How to calculate and mitigate risks based on information dissemination and demonstration effects.
3-Market Functions Specialist
an agricultural Business Services Provider (BSP) expert, deeply familiar with the variety of institutions and services providers supporting food security and agricultural development in Gaza. This person understands market systems and the value chain approach to diagnosing and addressing institutional weaknesses.
4-Monitoring and Evaluation Specialist/ Gender Integration Expert:
Particular expertise in: food security, the promotion of income-generating activities; gender integration; agricultural development (irrigation, land development, crop production, marketing, extension and training); participatory development and market oriented programming. This person is familiar with Program Management Cycle and has worked on programmes of decentralized cooperation implemented with local organizations. Experience leading project evaluation and impact analysis for the EU, UN, and related donors.
5-Urban Agriculture/Livestock Specialist:
The Urban Agriculture & Livestock Specialist will have technical expertise and experience in crop production and animal husbandry on smaller plots in heavily populated areas. Rooftop gardens are included. Ideally the specialist should have experience in urban production of crops and animals for sale in domestic or export markets.
General Qualifications:
1-Fluency in English and Arabic is required
2-Post graduate Degree in a relevant field.
