Sustainable Development through improved Local Governance (SDLG) Program.

Introduction to the Country Program

Sustainable Development through Improved Local Governance (SDLG) program, funded by the Netherlands Ministry of Foreign Affairs and implemented by VNG International, focuses on increasing legitimacy and stability in marginalized communities in rural Palestine, in the upcoming 5 years (2022-2026). By focusing on local governance, VNG International aims to strengthen Palestine’s sovereignty and control over its territories, in Area A, B and C.

The main challenge facing Palestinian cities and communities lies in the political, spatial, and administrative divisions in the West Bank. The division of the West Bank into Areas A, B, and C, led to the emergence of the phenomenon of land fragmentation, scattering and scarcity. This resulted in a lack of established integrated service networks across local governments and insufficient representation of communities in marginalized areas by their local governments.

Therefore, the program’s main objective is: LAs in marginalized communities in rural Palestine are increasingly legitimate and stable. In order to achieve this, we will work on four outcomes:

Outcome 1: Palestinian LAs act more accountable, responsive and inclusive to resident’s needs.

Outcome 2: Palestinian LAs act in a more inclusive, sustainable and prepared manner on the basis of strategic and spatial plans.

Outcome 3: Palestinian stakeholders provide an enabling environment to the developing Village Councils.

Outcome 4: Palestinian government actors are aware of the evidence base to enhance resilience of communities in Area C.

Context for current Terms of Reference

Area C is fundamental for the viability of Palestine and its economy, as it spans 61% of the West Bank’s territory. Around 300,000 Palestinians live in area C, all of whom face territorial and administrative fragmentation and financial restrictions. In addition, the other 2.6 million Palestinians live in Area A and B depend on Area C for their own movement and that of goods, as well as for the usage of natural resources, which all remain limited due to a complex set of restrictive policies and enforcement practices of Israeli authorities. 

The aim of this assignment

The key objective of this assignment is to perform the duties of the Joint Regulatory and Building Committee – JRBC’s secretary for (Kafr Ni’ma, Bili’n, Ras Karkar and Al Janiya.) and to make sure the committee is running efficiently and effectively.

In realization of the objectives of the assignment, the JRBC’s engineer shall perform the following tasks:

  • Develop a detailed work plan for building licenses.
  • Conduct field visits for detection purposes and on a regular basis.
  • Receive building requests/licenses from citizens, respond to their inquiries, and provide technical support to them.
  • Follow up all the drawings related to buildings for the purpose of obtaining building licenses to ensure that they are in accordance with the building regulations and laws.
  • Follow up the construction/building operations that occur in the geographical scope of the Four VCs and work to develop a working mechanism that leads to the reduction of building violations to the lowest possible level.
  • Deal with citizen complaints and building violations according to the MoLG’s rules.
  • Carry out the licensing and regulatory studying tasks for the engineering plans from a regulatory perspective.
  • Study the detailed regulatory plans projects (Urban Master Plans Amendments projects, Detailed Urban Plans projects, etc.)  and carrying out the tasks of preparing these projects for the JRBC's committee periodic meetings.
  • Deal with the citizens objections to the proposed master plans, participating in studying the citizens objections to the proposed master plans with JRBC, and following the procedures and rules of MoLG.
  • Follow up with the directorate of local government in Ramallah and Al-Bireh, and MoLG general directorate of regulations and urban planning, regarding the progress and procedures of the regulatory projects, master plans updates, resumptions, etc.
  • Conduct the necessary studies and analysis related to the different construction / building cases and proposing appropriate solutions in accordance with the instructions and laws regulating this field.
  • Archive all projects and licenses files and all transactions of the JRBC.

The JRBC’s engineer should have the following minimum requirements: -

Skills:

  • Hold a valid driving license
  • Excellent command of Arabic and English language;
  • Excellent writing and reporting skills;
  • Excellent communication and interpersonal skills;
  • Pro-active and representative attitude;
  • Effective time management skills.

Experience:

  • Must have at least BA degree in civil, planning, or architectural engineering.
  • Must have a valid membership in the Palestinian Engineers’ association.
  • Must have at least two years of demonstrated experience in building regulations, urban planning and demarcation techniques of master plans according to the MoLG technical standards.
  • Be proficient in the use of AutoCAD, GIS and any programs used MoLG, like GeoMoLG, E-HPCRC, etc for planning purposes.
  • Must have good knowledge of the Cities, Villages and Buildings Planning Law of 1966.
  • Have good experience and ability to conduct field tours.
  • Familiar with villages councils’ structure and the ongoing challenges they experience.
