Background:
UNDP/PAPP is seeking a candidate to fill the position of a Juvenile Justice and Security Coordinator, under the overall guidance of the team leader and Joint Programme Manager, and the direct supervision of UNDP RoL Technical Specialist. As this position is related to the programme, Strengthening the Rule of Law in the occupied Palestinian territory - Justice and Security for the Palestinian People (2014-2017) with an expected duration of until April 2017, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
This assignment arises in the context of UNDP/UN Women Joint Programme, Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People (2014-2017). The UNDP/UN Women Joint Programme is oriented around the following seven mutually reinforcing outcomes:
1-Capacity of justice and security institutions strengthened and linkages forged
2-Civil society contribution to rule of law and community access to justice in the West Bank enhanced
3-Civil society contribution to rule of law and community access to justice in the Gaza Strip enhanced
4-Gender responsive ness of justice, security and legislative actors strengthened
5-Women and girls’ access to justice and security improved by ensuring accountable service provision to prevent, protect against and respond to violence, and by addressing their broader legal needs
6-Juvenile justice and adherence to child rights improved
7-Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased
In May 2014, UNDP and UN Women launched this joint rule of law programme to be implemented over three years until April 2017. The joint programme is closely aligned to the PA’s national and sectoral plans and the UN Development Assistance Framework (UNDAF) in the oPt. It aims to continue strengthening capacities of justice and security institutions, including core ROL institutions such as the Ministry of Justice, Ministry of Social Affairs, Public Prosecution, High Judicial Council, Palestinian Civil Police, Palestinian Anti-Corruption Commission, and the shari’a courts. It aims to strengthen linkages between justice and security sectors, enhance accountability of institutional actors, address key ‘bottlenecks’ across the justice chain while also ensuring that all institutional partners develop enhanced capacities in relation to gender mainstreaming and access to justice for women and children. It also maintains strong support to civil society actors including the Bar Association, universities and civil society organisations to provide high quality legal aid services and to enhance accountability of the actors in the justice and security sectors to support greater citizen engagement with, and confidence in, the state, and enhanced access to justice.
Since 2010 UNDP/PAPP has worked to support juvenile justice and security efforts in the State of Palestine, including support to specialised legal aid lawyers within the Ministry of Social Affairs and the development of legislation specifically tailored to the needs of juveniles. UNDP/PAPP has also supported extensively civil society organisations specialised in juvenile justice assistance and child protection.
Under the UNDP/UN Women Joint Programme (2014-2017), UNDP is continuing these critical areas of support, and further deepening engagement with other key actors in the area of juvenile justice and security. This includes support to all main justice sector institutions to develop an institutionalised legal aid mechanism that is sensitive to the specific needs of juveniles; provision of direct juvenile justice expertise for capacity development within key institutions including the MOJ, and HJC support to the activation of the Family and Juvenile Protection Units of the Palestinian Civil Police; the undertaking of juvenile case audits to inform the development of juvenile justice and security policies and mainstreaming in rule of law institutions; legislative development for strengthening juvenile justice and security, and; curriculum development for training of the main justice sector actors to better address juvenile justice and security issues.
The Juvenile Justice and Security Coordinator will initially be based at the UNDP/UN Women colocation office in Ramallah. S/he will work closely with the Attorney-General’s Office and the Palestinian Civil Police, as well as with the UNDP-seconded gender and juvenile justice expert at the HJC and MOJ.
Description of Responsibilities:
Under the supervision of the UNDP RoL Technical Specialist and the guidance of the UNDP Gender and Juvenile Justice Analyst, and in close coordination with the heads and members of the Planning Units and relevant directorates and units within partner institutions, the Juvenile Justice and Security Coordinator will be responsible for the following:
1-Provide technical input/commentary on draft legislation, government policy and strategy documents from a juvenile justice perspective; engage with and support nationally-led consultation processes to enhance the same draft laws, policies and strategy documents.
2-Support the roll-out of the Family and Juvenile Protection Units of the Palestinian Civil Police, including in relation to SOP development/refinement, and the identification and implementation of best practices in the field of juvenile justice at the point of contact with the police authorities and along the complete criminal justice chain.
3-Support the undertaking of an audit of police records relating to detention of juveniles, diversion from criminal justice system and use of non-custodial restrictive measures in lieu of detention.
4-Develop monitoring tools for reliable data collection in relation to children in contact with the police.
5-In conjunction with the PCP training administration, develop and implement a training programme on policies and procedures relating to police contact with children.
6-Engage with broader processes and actors (institutional and civil society, including the Palestinian Bar Association) working to establish a comprehensive and institutionalized legal aid mechanism in the State of Palestine and ensure that the juvenile justice perspective is fully integrated into analysis, proposals, and the ultimate roll-out of such a mechanism.
7-Ensure effective coordination and cooperation with MOSA child protection network and support improvements to the case-conferencing process with other justice and security sector institutions.
8-Support institutions to roll-out tailored training programmes for prosecutors and judges handling juvenile cases on the basis of agreed curricula.
9-Monitor handling of juvenile case by the police, AGO/PP, and the HJC according to SOPs.
10-Support the development of specialized services for juveniles in the PCP and AGO in particular, in close collaboration with the UNDP-seconded gender and juvenile justice expert in the HJC/MOJ, and initiatives to enhance the capacities of these institutions to manage the juvenile caseload efficiently
11-To ensure that all activities of the Planning and Juvenile Units (e.g. MOJ) in partner institutions are juvenile sensitive, responsive and mainstreamed including in the areas of human resources, budgeting and services responsive to the needs of juveniles.
12-Participate as a team member in the UNDP/UN Women Rule of Law Programme including participation in Programme justice sector coordination meetings, plenary team meetings, review and input of programme documents, regular reporting and other work or activities stemming from the programme, as requested.
13-Carry out any other relevant duties as requested by the UNDP RoL Technical Specialist, in consultation with the relevant institutional counterparts.
Impact of Results
-Enhanced services for juveniles provided by FJPUs and core justice and security sector institutions, facilitating greater access to justice and security.
-Improved capacity in partner institutions to monitor needs and evaluate implementation in support of juvenile justice and security.
-Overall impact will be seen in the extent to which partner institutions are able to reach the targets on juvenile justice set out in the National Justice Sector Strategy and Security Sector Strategy.
-Improved cross-sector engagement and implementation of planning processes related to juvenile issues within and between directorates and units of relevant justice and security sector institutions.
-Capacity of counterparts established to integrate juvenile justice and security concerns in planning processes and ongoing institutional development.

Qualifications :
Education:
-Minimum BA Degree in law, social sciences, development, public administration, planning or other related fields. MA could be considered an asset.
Experience:
-Minimum of 5 years of experience in justice sector development, public administration, institution building, planning or related fields, preferably within a rule of law environment
-Proven expertise and a strong track record in juvenile justice and security, with good knowledge of the Palestinian justice sector
-Proven mentoring and capacity development skills
-Full knowledge of Palestinian Authority rules and regulations and experience in institutional, multi-year and annual planning processes.
-Very good knowledge in budgeting, organizational planning, organizational change and management
-Ability to work within a team
-Strong interpersonal skills
-Strong reporting and proposal writing skills
-Experience implementing strategic plans
-Excellent experience in networking
-Knowledge of human rights based and gender mainstreaming approaches
Language Requirements:
-Fluency in Arabic and English a requirement (written and spoken)
-Excellent writing and communication skills
-Full computer literacy (and strong knowledge of various software including Excel, PowerPoint and Word.
