Global Communities is seeking a Leadership and Capacity Building Officer for the USAID West Bank/Gaza Pioneers-Raedat Project. This five-year $35M Project is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).
Position Summary:
The Leadership and Capacity Building Officer will join the Leadership & Capacity Building team in supporting the Raedat operations in Gaza, collaborating closely with partners and stakeholders to create a sustainable impowering environment for Palestinian women.
Responsibilities:
- Program Design and Implementation:
- Co-design Leadership and Capacity Building activities in the Gaza Strip by supporting the mapping of needs and stakeholders.
- Lead the implementation of all activities and interventions in the Gaza Strip in accordance with the guidelines of Global Communities, Raedat, and USAID.
- Stakeholder Engagement:
- Create and maintain professional relationships with stakeholders in the Gaza Strip, including beneficiaries, CBOs, Service Providers, NGOs, and INGOs.
- Participant Engagement:
- Identify and engage female university graduates to participate in the Internship Intervention.
- Identify and engage the female university community targeted under the University Pioneers components to build their capacities and leadership abilities.
- Community Feedback and Engagement:
- Facilitate and implement mechanisms for continuous feedback from the community and participants, fostering a responsive and adaptive approach to capacity-building initiatives.
- Implement strategies to enhance community engagement, ensuring that capacity-building efforts are well received, and community members actively participate in the programs.
- Data Management and Reporting:
- Adapt and manage a database of beneficiaries in line with the database created for the Leadership and Capacity Building team.
- Report on activities, achievements, challenges, and lessons learned, covering all related aspects of the Leadership and Capacity Building effort in the Gaza Strip.
Collaboration with the Raedat Team:
- Team Collaboration:
- Collaborate with the Leadership & Capacity Building Team in the West Bank in the design and implementation of activities and interventions.
- Collaborate with the team in customizing training materials to address the specific needs of different participant groups, ensuring inclusivity and relevance.
- Monitoring and Evaluation:
- Collect and process information and data for reporting, Monitoring, and Evaluation purposes, utilizing existing systems for continuous improvement and evidence-based decision-making.
- Cross-Team Integration:
- Collaborate with other teams within the Project to integrate cross-cutting themes into capacity-building programs, creating an integrated approach, specifically Social Behavioral Change & the private sector partnership teams.
- Share best practices and success stories emerging from capacity-building activities, contributing to organizational learning and knowledge sharing.

Qualifications:
- Bachelor’s degree in a relevant field, such as Gender studies, Leadership development, Capacity building, or international development.
- A Minimum of 3 years’ experience in capacity-building roles, preferably in international development projects.
- Proven track record in designing and implementing successful capacity-building initiatives.
- Familiarity with Capacity building innovative and creative tools and methodologies.
- Knowledge of the specific local context and challenges in the Gaza Strip, and familiarity with Capacity Building regional efforts.
- Demonstrated teamwork experience.
- Proficiency in project management.
- Demonstrated ability to articulate and present technical information clearly and effectively.
- Demonstrated ability to create and maintain effective working relationships with stakeholders, Civil Society Organization partners, and international donor agencies.
- Evidence of effective communication skills, both oral and written, to fulfill the diverse technical requirements of the agreement is desired.
- Full Professional Proficiency in spoken and written English and Arabic are required.
