ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED is present in four continents and our teams intervene in 34 countries towards 8 million people, responding to emergency situations, supporting rehabilitation projects and accompanying the dynamics of development. In association with several French, European and International partners, ACTED is committed to promoting and developing innovative approaches and initiatives, humanitarian principles, new forms of solidarity and convergences between private and public actors and NGOs from the North and the South covering themes such as aid efficiency and transparency, evaluation, information and coordination of humanitarian emergencies, promotion of local governance and civil society strengthening, sustainable access to income and microfinance, prevention and reduction of catastrophes, the link between development aid, sustainable development and social business, food security, etc.

Position Profile : Legal Consultancy

ACTED is seeking to contract a lawyer/law firm to provide legal consultancy services on legal matters related to palestinian national laws.

Responsibilities:

To ensure that ACTED activities are in line with the applicable national laws.
To work in full cooperation and coordination with ACTED management.
To provide legal advices on the potential liability regarding labor law.
To review and advise on the current INGO HR policy regarding the taxes, compensation allawances and other employment relevant issues.
To assist ACTED Human Resources department on revising employment contracts and issuing the necessary documents to meet the requirements of national laws in order to maintain the INGOs correct legal position.
To provide ACTED with full information regarding the ministry of labor such as legal requirements demanded from ACTED
To control the transparency and the relationship between ACTED and other governmental bodies to ensure the full compliance with the national laws.
To assist ACTED Logistics department on reviewing existing and potential agreements
To ensure that ACTED interest is protected and the best Legal position maintained.
To provide professional, written and oral, legal advice in both Arabic & English to ACTED
To provide written advice regarding the legalailty of any lawsuit /legal complaint would be raised against ACTED, and following up on those cases by providing ACTED with all different options, adviceing for best solutions which is not including appearance on the ACTED’s behalf before courts.
To keep ACTED informed and updated about any changes in the applicable laws that would affect staff and labor ligeslations
To answer ad-hoc inquires when arise on a timely manner, by email, phone and meeting
To attend weekly meetings organised at ACTED office in Ramallah

Qualifications:

Arabic mother tongue
Excellent command of English.
Proven track record of drafting, reviewing and editing agreements and contracts
Legally registered in the Palestinian BAR Association.
Proven experience in legal consultancy
Good social and communication skills, able to respect confidentiality
Demonstrated ability to meet deadlines, and to complete work with high quality and attention to details.
Flexibility and capacity to work under pressure.
Excellent interpersonal skills and ability to work in a multicultural environment.
Commitment towards principles and ethics of humanitarian aid, including compliance with ACTED standards and principles.
Experinece in NGOs/INGOs is desired.

The time frame shall be fitting with the one defined by ACTED and take into consideration the following points:

Prices shall be in English and with USD currency.
Prices shall be inclusive of VAT
Preferred payment terms / method shall be mentioned
The Legal consultant is not responsible to appear on the ACTED’s behalf before courts, whether ACTED is defendant or plaintiff, as such issue would be agreed upon separately.accordingly this point should be considered for the price offer perposes.
