Background
The humanitarian situation in oPt has been characterized by the international community as a protection crisis with serious and negative humanitarian consequences. In light of that, efforts to improve the humanitarian situation and the protection of civilians in oPt must be informed by and based on a thorough legal analysis, that can inform policy and decision-making at different levels, as well as reporting and advocacy. In order to further strengthen its work, as well as that of the
Humanitarian Country Team, OCHA is looking for consultant, on a temporary basis, to assist with legal research and advice, based on international human rights and humanitarian law.

Deliverables:
Under the supervision of the Head of the Protection Unit and the Deputy Head of Office, the consultant will be responsible for legal research and analysis and the provision of legal recommendations to OCHA and the HCT.

More specifically this will include the following deliverables:
-Conduct legal research and analysis, based on international human rights and
humanitarian law, of a range of protection-related topics identified by OCHA and
the Humanitarian Country Team.
-Provide concrete legal recommendations to support policy and decision-making in
identified areas.
-Draft and finalize standardized legal language (boilerplate) on selected topics for
use in reporting and advocacy by OCHA and the Humanitarian Country Team.

Required Qualifications

Education: Advanced education in international law, preferably both human rights and humanitarian law, or a related field.
Experience: At least 5 years of experience of humanitarian operations, with a focus on protection, human rights and/or humanitarian law.
Other skills: Proven ability of researching and analysing complex legal matters and providing policy-recommendations in the context of humanitarian operations.
Languages: Proficiency in spoken and written English
