Liaison Officer - Rafah
Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:
Help establish and maintain relationships, between organizations or agencies, create guidelines for collaborative efforts and function as a representative for Humanity & Inclusion (HI) and their stakeholders to address questions and concerns. Deliver and distribute goods and materials as needed for program support. To act as an interpreter to translate Arabic to English for those staff and team members that require it.
Responsibilities:
Responsibility 1: Liaison
Aim: Facilitate communication and coordinate activities between HI and external entities.
Benchmarks: in compliance with HI internal regulations.
Activities:
- Facilitating communication: A link between HI, organisations, agencies, or groups and facilitate communication between these parties. This may involve conveying information, coordinating meetings, and ensuring that all parties have access to the information they need.
- Collaborating with team members: Often work as part of a team and may be responsible for collaborating with team members to achieve common goals. This may involve coordinating efforts, sharing resources, and providing support to team members.
- Gathering and analysing information: May be responsible for gathering and analysing information from multiple sources in order to understand the needs and goals of the organisations, agencies, or groups HI are supporting. This information may be used to identify areas of potential collaboration and to develop strategies to achieve shared objectives.
- Building relationships: Often work to build strong relationships with the organisations agencies, or groups HI are supporting in order to facilitate communication and collaboration. May attend meetings, events, and conferences to maintain these relationships and to keep abreast of the latest developments in their field.
- Providing support: May be responsible for providing support to the organisations, agencies or groups HI are supporting in various ways, such as answering questions, providing resources, and offering guidance.
Responsibility 2: Transportation
Aim: Transportation of HI staff and material.
Benchmarks: In compliance with local Laws and HI internal regulations.
Activities:
- Transport HI staff and material as per given schedules.
- Respect road regulations as well as HI procedures with regards to speed limit and behaviour at checkpoints.
- Ensure all passengers respect security rules in the vehicle (seat belts fastened, no smoking…).
- Fill in properly the logbook (movements, fuel refill, maintenance.)
- Ensure all materials transported in the vehicle are properly loaded and secured.
- During duty, remain on active standby within close distance of the vehicle.
- Immediately report any traffic accident involving the vehicle, issue with authorities, or general information about the road condition to supervisor.
- Know the city plan, especially HI staff houses, INGOs offices, UN offices … and relevant partners offices.
Responsibility 3: Translation
Aim: Provide support to translate Arabic to English for those staff and team members that require it. May work as part of a team and contributes to the Translation of conversations, written material and assist/help the team when and where required.
Benchmark: Correct and true meaning of translation and to translate what the staff member has only said.
Activities:
- To act as a Translator for non-speaking or reading members of HI that cannot speak or read Arabic.
- To translate, letters or documents from English to Arabic or Arabic to English.

Professional skills
- Good communication skills, Written & Oral.
- Good computer skills, Excell, Word & PowerPoint.
- Possesses a Current driving license.
- At least 3 years driving experience (Working knowledge of the rules and regulations involved in the safe and efficient operation of automotive equipment).
- Good understanding of the English language, to a Professional Level of English to Arabic or Arabic to English Translation.
