Role Summary:
Under the supervision of the Livelihoods Project Development Manager/Area Manager, the Livelihoods and Food Security Officer will be responsible for implementing livelihoods and food security focused activities, particularly those related to support to traders, bakeries and/or community kitchen. The Officer will support all stages of program activities in various humanitarian settings throughout Gaza for both direct activities and through Implementing Partners. The officer will manage field staff, coordinate with stakeholders, and ensure high-quality delivery of project objectives in line with NRC’s guidelines and donor requirements.
Generic Responsibilities:
- Ensure compliance with NRC policies, guidelines and standards
- Ensure compliance with NRC LFS strategy, tools, guidelines and standards
- Field implementation of technical activities of LFS activities: follow up partners, in-kind or cash distribution targeting, distribution, etc.
- Ensure community liaison and mobilization
- Ensure field quality control, monitoring of project activities, report as required by management.
- Ensure project documentation, data activities of program project(s)
- Ensure local and field coordination with relevant stakeholders
- Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
Specific Responsibilities:
- Conduct regular field visits to projects sites to monitor progress, identify challenges and provide technical support to project participant/Implementing Partners (IPs).
- Community mobilization and facilitation between participants, project stakeholders, partners, local authorities.
- Participate in the selection and targeting and monitoring of businesses supports
- Distribution of in-kind or cash (direct or through partners) to selected project participants, according to project methodology and minimum standards.
- Participate in activity report
- Participate in baseline assessments, post distribution monitoring, outcome surveys, and relevant analytical activities in their assigned area office.
- Ensure appropriate data collection of project implementation at all stages.
- Support Finance and Programme Teams with the financial reporting and reconciliation processes.
- Liaise with relevant departments (logistics, finance, MEL) and others core competencies team to ensure the best response and project implementation
- Represent NRC LFS Team in relevant working groups, events, and technical discussions in their assigned area office, according to your line manager.
- Any other task suggested by the line manager, such as market assessment, mapping.
Professional Competencies
- 2-3 years experiences working in LFS/ cash and/or livelihood projects in a humanitarian context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position responsibilities
Context/specific skills, knowledge and experience:
- Fluency in Arabic and English, both written and verbal is required.
- Strong communication, interpersonal and negotiation skills
- Experiences with community engagement approaches and principles
- Experience with civil society capacity building, training approaches and methods
- IT competencies including MS Office (word, excel)
- Previous experience working in cash transfer programming and distribution is preferred.
- Strong organizational and problem-solving skills.
- Ability to manage workloads effectively under pressure.
- Experience working directly with vulnerable groups and applying a conflict-sensitive approach.

This position is Grade (05) Step (01). Salary & Benefits are based on Gaza Duty Station.
