Capability, Accountability and Sustainability Programme (CASP)

  • Background

The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is dedicated to making states and people safer through more effective and accountable security and justice. Since 2000, DCAF has facilitated, driven and shaped Security Sector Reform (SSR) policy and programming around the world

The Capability, Accountability and Sustainability Programme (CASP) is a UK funded programme of support to the Palestinian Security Sector. CASP will deliver improved financial and human resources management, policy-making capability, a more effective security sector complaints handling system, and increased internal accountability of Palestinian Authority Security Forces (PASF).

DCAF will design and submit a multi-year programme proposal to support the objective. In support of the outcome, the Technical Assistance programme will support interventions in five identified thematic areas:

  1. Planning and research
  2. M&E
  3. Public financial management
  4. Complaints
  5. Human resources

Prior to the project implementation phase a three months inception phase will be launched on 1 April 2019. The purpose of the inception phase is to develop detailed methodologies to deliver the scope of work in the four areas: planning and research; public financial management; human resources management; and complaints. The inception phase will ensure that the rest of the programme (the implementation phase) is designed in a way to effectively respond to and deliver the expected outcomes. Importantly, the inception phase will also help define which of these desired results are feasible to expect within the scope of the programme, and which may require a different or more long-term engagement.

  • Purpose of Mandate

In close coordination with the Team Leader, the Senior Advisor, the local expert on M&E will support the methodology development of M&E at the Ministry of Interior and all security services and commissions with a focus on identification of gaps in two focus areas:

  1. Gaps and problems at the level of policies, systems and procedures as well as the level of implementation of existing policies, systems and procedures;
  2. Gaps that can be addressed by tailored training and empowering staff of each security institution.

The mandate consists of:

  • Developing a single intervention plan including: outputs, activities, time frame, defining roles and responsibilities, risk plan.
  • Building up a M&E system for the programme based on the logical framework and donor’s requirements
  • Developing M&E tools to aggregate data from the activities.
  • Activities and delivarables

The Mandatee shall perform the following activities and produce the following deliverables.

Activity 1: Developing the outline of the intervention plan

The mandatee will develop the outline for the intervention plan on the aforementioned two areas of anticipated gaps (purpose of the mandate).

Expected deliverables:

    • Precise deliverable 1: Outline of the intervention
    • No. of pages: 1-2 pages
    • Original language: Arabic

Activity 2: Developing the outline of the reports for each workshop

The mandatee will develop the outline for the reports.

Expected deliverables:

    • Precise deliverable 2: Outline of the report
    • No. of pages: 1-2 pages
    • Original language: Arabic

Activity 3: Preparing the questionnaires

The mandatee will prepare two questionnaires on the aforementioned two areas of anticipated gaps (purpose of the mandate)

Expected deliverables:

    • Precise deliverable 3:  2 questionnaires.
    • No. of questions: 15-20 questions
    • Original language: Arabic

Activity 4: Conducting four workshops  

The Mandatee will conduct four workshops on the aforementioned two gaps (purpose of the mandate). The preparation of the workshop will include but will not be limited to the following aspects of the workshops:

- Targeted institutions and number of participants to attend the workshops

- Preparation of the material to be presented

- Methodology to deliver

Expected deliverables:

    • Precise deliverables 4: four workshops, presentation, handouts and workshop materials,
    • Original language of the material: Arabic

Activity 5:  Preparing the workshops report

The mandatee will write two reports on the aforementioned two gaps (purpose of the mandate) including the main findings. The preparation of the report will be based on the outline of the report (activity 2).

Expected deliverables:

    • Precise deliverables 5: four reports
    • No. of pages: 4-6 pages
    • Original language: Arabic

Activity 6: Developing the final intervention plan

The mandatee will develop the final intervention plan based on the four workshops including specific outputs, activities, time frame, defining roles and responsibilities and risk plan. The preparation of the intervention plan will be based on the outline of the intervention plan (activity 1).

Expected deliverables:

    • Precise deliverables 6: First draft of intervention plan with inputs from the local expert
    • No. of pages: 15-20 pages

Activity 7: Conducting a workshop to present the results to the Ministry of Interior in order to conclude the final intervention plan

The mandatee will present the most important problems and will agree on the results of the intervention plan in cooperation with the Ministry of the Interior. The workshop will take about 4 to 6 hours and the mandatee will compile the recommendations and amendments and observations on the intervention plan from the Ministry of Interior. The intervention plan will then be finalized by the mandate.

  • Timeline and assignment

To fulfil the mandate a maximum of 17 days will be covered by the agreement

Timeline: The Mandate covers the period from 15 April 2019 to 30 June 2019.

Precise dates for handing to DCAF the particular deliverables listed in the ToR will be agreed in the initial phase of the assignment.

  • Expert qualifications

Education, knowledge and experience

- Graduate degree in social sciences, international development, or other related field preferred
- A minimum of 5 years relevant work experience in M&E;
- Previous work in/with public institutions as well as with senior management of governmental institutions;
- Excellent command of oral and written Arabic, English is an asset;
- Specific knowledge or experience in any of the aforementioned two gaps (purpose of the mandate) is an asset;
- Experience in working in multicultural and interdisciplinary teams;
- Experience in facilitating workshops;
- Experience in drafting documents/reports- Proven experience in developing an intervention plan including: outputs, activities, time frame, defining roles and responsibilities, risk plan.

Anonymity and confidentiality:

The Mandatee must guarantee anonymity and confidentiality for any persons providing information in the context of this assignment.

Responsibility:

Problems arising during the assignment shall be immediately communicated to DCAF.

Independence:

The Mandatee shall guarantee their independence from the activities implemented. The Mandatee will communicate all and any conflicts of interest to DCAF.

Validation of information:

The Mandatee shall be responsible for guaranteeing the veracity of information collected and presented in the outputs produced.

Delivery of outputs:

If delays in delivering the outputs occur or if DCAF deems the quality of work insufficient, DCAF may withhold the payment of instalments linked to these activities and outputs.
