EFFECTIVE GOVERNANCE PROGRAM, WEST BANK/GAZA
Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest and CVs from qualified local candidates for an anticipated multi-year USAID-fundedEffective Governance Program in West Bank/Gaza. The overall goal of the program is to build more effective and competent Palestinian Authority (PA) institutions that are accountable to the public and responds to citizens’ needs. The objectives of the program are to support PA public sector reform by strengthening the operational and management capacity of key ministries and public sector institutions to govern more effectively, improve service provision, strengthen legal and policy formulation, and enhance accountability and oversight.Both long-term staff and short-term technical assistance positions are anticipated.
Candidates for the following areas of specialization and expertise are being sought within the Palestinian territories:
*Deputy Chief of Party, with specialization in public administration.Candidates should have both technical and managerial qualifications.
*Organizational Development Specialist: Candidates should have experience implementing institutional strengthening assistance programs. Knowledge of human resource management is an asset for this position.
*Public Policy Specialist: Candidates should have legal and policy formulation expertise.
*Strategic Communications Specialist: Candidates should be skilled in working with stakeholders to develop a communications strategy and messaging to support program objectives.
*Training Expert: Candidates should have experience in planning, assessing, providing and procuring training services.
*Monitoring and Evaluation Specialist: Candidates should have demonstrated experience in using Results Frameworks and Performance Monitoring Plans.
*Gender Specialist: Candidates should show experience in mainstreaming women and/or youth into USAID programs.
Qualifications:
*Minimum of Bachelor’s degree equivalent; graduate degree in the social sciences, law, government or related field preferred;
* A minimum of5-8 years’ experience working on similar USAID or other donor-funded development projects;
*Exceptional verbal and written communication skills, especially in working across cultures; and
*Englishand Arabic fluency required.
