DAI is seeking highly qualified candidates for the following position:

Local Gender and Youth Advisor

Project: USAID/ West Bank and Gaza (WBG) Accountable Local Governance Activity

Expected Start Date: ASAP

Level of Effort: Consultancy – Short Term Technical Assistance (STTA) for a 10-day LoE over 2 months

Location: Ramallah, Palestine

Project Background

The goal of the USAID/ West Bank and Gaza (WBG) Accountable Local Governance Activity is to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local governance unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance. 

Position Purpose

The Local Gender and Youth Advisor will support the drafting of ALG’s Gender Equity and Youth Integration Plan. This plan will include an overview of gender equity and youth context and gaps relevant to ALG’s different activities different components and the interventions to address these gaps and needs. The plan will reflect the gaps and needs for women and youth around these five areas: Laws, Policies, Regulations, and Institutional Practices, Cultural Norms and Beliefs, Gender Roles, Responsibilities, and Time Use, Access to Control Over Assets and Resources, Patterns of Power and Decision Making. Working with the Sr. Gender Advisor, the Local Gender and Youth Consultant will help to prepare a comprehensive plan covering the above areas that the ALG team will use as a foundational document to guide key project interventions.

Key Duties & Responsibilities

  • Work with Sr. Gender and Youth Advisor to identify and address the needs and gaps for women and youth— propose ways that the ALG can help to address them through the Activity’s interventions.
  • Review existing literature and data on gender and youth dynamics in West Bank & Gaza.
  • Engage with local stakeholders and experts to gather qualitative data.
  • Facilitate focus group discussions and interviews with diverse groups to understand the multifaceted aspects of gender and youth issues.
  • Analyze data specific to WBG across the five domains as per ADS 205.3.2:
  1. Laws, Policies, Regulations, and Institutional Practices.
  2. Cultural Norms and Beliefs.
  3. Gender Roles, Responsibilities, and Time Use.
  4. Access to and Control over Assets and Resources.
  5. Patterns of Power and Decision-Making.
  • Support the development of workplan interventions based on the gender equity and youth integration findings.
  • Ensure culturally sensitive interventions aim to promote gender equality and youth empowerment.
  • Help to prepare a detailed gender and youth report including methodology, findings, and recommended interventions.
  • Assist in the development of indicators to measure the impact of gender and youth-related interventions.

Deliverables

  • Draft written information including emails, documents and reports with local information to inform the gender equity and youth integration plan.
  • Oral and written input to inform the design Y1 AWP interventions. 

Qualifications

  • Minimum 8 years of relevant professional experience in local governance and a bachelor’s degree is required; an MA or higher degree in the gender field would be appreciated but is not required.
  • Prior experience developing gender equity and youth analysis/plans for donors.
  • Prior experience working on gender issues in the Middle East and specifically, WBG.
  • Demonstrated ability to effectively collaborate with counterparts and with field project teams.
  • Strong oral and written communication skills.
