Logistician and Operations Consultant (Gaza)

Position Location:     Rafah, Gaza

The USAID Basic Education Activity (BEA) program being implemented by Creative with the goal of providing improved early childhood and primary learning opportunities for children and youth in the West Bank and Gaza, began on October 1, 2023, and ends September 30, 2027. Through close partnerships with private sector, non-formal, community-based, and civil society partners, BEA will strengthen non-governmental education services for Palestinian children of early childhood education age (4-6) and primary school (G1-G6), especially the most marginalized and vulnerable. 

Position Summary: 

The Logistics and Operations Consultant will provide immediate start-up support for BEA in Gaza

Reporting & Supervision: 

The Logistics and Operations Consultant will report directly to the BEA Chief of Party (COP) and the HQ Gaza Technical Advisor (TA).

Primary Responsibilities: 

• Assist with identifying and establishing office space for BEA Gaza.
• Identify prospective properties for field office(s) in accordance with specifications provided by the COP/TA and conduct property evaluations using the provided Office Space Assessment Checklist
• Negotiate lease terms with landlord(s) in coordination with COP/TA and facilitate lease execution.
• Initiate priority field procurements (i.e., cell phones/service, temporary transport, office supplies, office furniture, internet service providers, security providers, etc.) by identifying and liaising with local vendors, collecting quotations, etc.
• Support staff recruitment by facilitating local advertisements/newspaper postings or other recruitment tasks as required.
• Advise and facilitate BEA staff entry requirements once a cease-fire is finalized.
• Make and coordinate logistical arrangements for incoming visitors.
• Advise on getting program goods into Gaza and help determine the best way to safely transport goods through border crossings.
• Provide guidance on banking institutions and account-opening policies and procedures, payments to vendors.
• Coordinate transportation logistics for project leadership as requested.
• Arrange meetings for project stakeholders as requested.
• Perform other related duties as assignedby COP and/or TA.

Required Skills & Qualifications: 

• Work experience with NGO education programming is preferred;specific experience with project startup/logistics is strongly preferred.
• Network of relationships with relevant CBOs, NGOs, potential vendors, and other programmatic stakeholders.
• Demonstrated negotiation skills.
• Familiarity with USAID rules and regulations.
• Ability to be flexible per changing demands and priorities.
• Previous experience with international development organization(s) a plus.
• Fluency in oral and written communication skills in English a plus.
