BACKGROUND

ACTED (Agency for Technical Cooperation and Development) is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory in May 2007, through food security interventions in the West Bank and then in Gaza. ACTED is currently implementing projects funded by ECHO and the French Ministry of Foreign and European Affairs Crisis Centre that aim to protect vulnerable households in the West Bank, as well as an EU-funded project that seeks to strengthen rural cooperatives in Salfit and Qalqilya governorates.

 
GENERAL RESPONSABILITIES

Under the supervision of the Country Director, the Logistics Manager is in charge of procurement, logistics, office IT equipment and security for ACTED in the occupied Palestinian territory.

The Logistics Manager will ensure that ACTED regulations on procurement and logistics are followed at all times.

KEY TASKS

-Determine technical specifications of humanitarian assistance with programme staff.
-Process procurement requests and maintain files and support documents as ACTED procurement
-policy and donor rules and regulation.
-Launch quotations and tenders
-Verify technical specifications of items at delivery
-Develop procurement plans for new projects
-Manage relations with suppliers during the procurement process
-Ensure that ACTED procurement regulations are followed
-Comply fully with ACTED standards and principles
-Serve as point of contact for communication with suppliers/contractors during procurement process
-Regular reporting for local and Head Quarter management.
-Ensure that supplies are handed over to beneficiaries as planned with contracted suppliers
-Regular survey of suppliers’ warehouses for prepositioned items

 

REQUIRED SKILLS
-Bachelor's degree in business administration, engineering, or related field
-3-4 years work experience with NGOs in similar position will be positively evaluated
-Professional attitude, good social skills, and ability to work in a team
-Knowledge on technical criteria of construction materials
-Accurate, reliable, open-minded, and a positive attitude
-Good in time management, and ability to work under pressure
-Willingness to improve skills and knowledge
-Capable in planning and problem solving
-Excellent communication and drafting skills and excellent IT skills.
-Fluent in Arabic and English, spoken and written
-Valid Driving license.
