Logistics Officer
CARE Palestine (West Bank/Gaza) is looking for a committed professional to the values of Transformation, Integrity, Diversity, Equality, and Excellence for a six-month contract with possibilities of extension, to fill the following vacancy:
Logistics Officer - Gaza Office
The logistic officer is responsible for the planning and receiving of all shipments including the medical equipment, pharmaceuticals, food parcels, winterization materials and other commodities procured through CARE’s emergency response team. The logistics officer is responsible for commodities from the time the order has been sent by the vendor until delivered to the end user. S/he must be in close liaison with contract holder/budget holder, procurement department at CARE, program team, partners and shipping agents. The logistic officer must have experience of establishing, supervising and implementing and tracking multiple orders and deliveries, as well as management and supervision of a trucking fleet. Special attention must be paid to the quality of items procured and the time of delivery of all items. The logistic officer will be responsible for establishing and maintaining a computer database of commodity movement and receipt reports and real time tracking of all commodities. The logistic officer will be responsible on Gaza fleet management and support in the safety and security issues in Gaza and will part of the Gaza Emergency Response team and will liaise with this group through a senior team member in Gaza.
The position will require strong humanitarian and logistics experience, safety and security coordination skills. The right candidate will also have strong communication and coordination skills to work with stakeholders both within CARE and external partners and coordination mechanisms in the country.
Tasks and responsibilities:
Job Responsibility #1: Transport and Warehouse management
- Coordinate with Ramallah Office, CARE Jordan and CARE Egypt all shipment coming inside Gaza strip
- Monitor and report any access constraint on existing and future supply route entering in Gaza
- Ensure that all shipments entering Gaza are collected and transported to CARE or Partners warehouse in a timely manner
- Coordinate with the Log Cluster and recommend the best supply route to use according the constraint identify
- Ensure all documentations for each shipments are collected and archived according to CARE Policy
- Provide regular updates on CARE shipment status.
- Managing and maintaining accurate inventory records of all goods and supplies in the warehouse including receiving, inspecting, dispatching and recording goods, as well as conducting regular physical inventory checks and report.
- Ensure all goods and supplies are stored in a safe and secure manner in accordance with standard best practice and WH guidelines.
- Locate and negotiate contracting for warehousing that is secure, well-maintained, and meets health and safe working practice requirements. Oversee warehouse operations. Conduct periodic ‘spot checks’ and put systems in place to increase stock reliability.
Job Responsibility #2: Safety and Security
- Monitor the security situation inside Gaza and provide regular update to the Safety and Security manager
- In coordination with the Safety and Security Manager, provide security briefing to staff and visitors
- Ensure movement protocols are understood and followed by all staff in Gaza
- Ensure all offices have all security equipment according to CARE Protocols
- The logistic officer will coordinate with the guards for secure deliveries and storage.
Job Responsibility #3: Fleet Management
- Ensure the CARE owned and rented vehicles are maintained and functional
- Ensure vehicles are cleaned, full of gas, water, oil, and in good condition on a regular basis.
- Ensure that the vehicle logs are kept up to date, collect them at the end of each month and share them with Admin Logistics officer in Ramallah office.
- Ensure all vehicles in Gaza have all required papers and are provided with the required safety equipment.
- Consolidate movement planning with drivers and allocate vehicle based on needs and vehicle available
- Ensure notification or coordination request are recorded into the Humanitarian Notification System (HNS)
- Track movement from staff according to CARE tracking protocol/ SoP's
- Monitor Fuel consumption and coordinate the supply of fuel with UN/UNOPS.
Job Responsibility #4: Asset Management
- Register all new equipment above 500USD into CARE database and ensure identification code is visible
- Manage the stock of equipment in the Deir Al Balah office and/or other offices premises for CARE in Gaza
- Managing premises, material, and equipment (identifying maintenance needs, monitoring use/consumption, etc).
Job Responsibility #5: Procurement
- Realize procurement transactions in adherence to CARE's established policies and procedures under 500 $
- Assist procurement department in conducting market research and obtain quotations from suppliers to facilitate effective decision-making and improve vendor list.
- Assist procurement department in pre-purchase inspection of goods.
- Follow up on requests for quotations (RFQs) and ensure timely responses from vendors.
- Maintain accurate and up-to-date records related to procurement activities.
- Prepare procurement reports and assist in maintaining procurement-related documentation.
- Provide regular updates on the procurement Online tracker.

Job Profile Requirements
- Bachelor’s degree or another advanced degree in management, accounting, finance or similar specialist in Relevant Field.
- 5 years of relevant working experience (preferably in NGOs).
- advanced skills in Excel and Word.
- Ability to speak, write and communicate fluently in Arabic, and has a good command of English.
- Valid driving license with two years of a clean driving record.
- Negotiation skills, Managerial skills (time management, planning, budgeting, organizing, etc.)
- Work in a team.
