Logistics Officer – Procurement Focused

Role and responsibilities
The purpose of a logistics officer (Procurement focused) is to provide the day to day implementation of the procurement functions of Gaza Area Office
The following is a brief description of the role.
Generic responsibilities (max 10)
- Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements
- Implement delegated fleet functions portfolio according to Plan of Action
- Conduct and follow up daily procurement activities
- Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards
- Prepare and develop logistics reports linked to procurement as required by Area and Country office
- Support in development of SOPs as requested
- Ensure proper filing of all procurement and supporting documents
- Promote and share ideas for improvement of the procurement function
- Perform other duties, as assigned by Line Manager
Specific responsibilities
- Conduct all procurement process according to NRC logistics policies, procedures and donor guidelines
- Receive requisitions and source bids & quotations for the purchases goods and services in accordance with NRC procurement regulations identification and obtaining of all resources required to ensure smooth functioning of field logistic operations.
- Issuing PO/contracts and contract amendment if necessary, and ensure monitor all PO/contract statues till delivery.
- Administer tender committees guiding them through the stages of selections and keeping minutes and records.
- Provide regular updates to requesters and other stakeholders. Regularly checking procurement plans and be aware of upcoming requests.
- Participate in the identification of suitable and reliable suppliers and service providers and ensure that NRC’s interest protected in relations to pricing, quality and timely delivery.
- Ensure all PRs raised are checked and approved on time.
- Update tracking sheets, contract and supplier records. Provide monthly reporting information for procurement.
- Conduct regular market survey to ensure that vendor data base is updated, including monitoring of supplier performance and obtain necessary documentation
- Provide support to logistics staff in terms of gap-filling and technical advice in procurement and warehouse and conduct frequent field visits.
- Ensure all logistics archived filling are according to NRC’s guideline and SSD’s SOP.
- Direct report to Logistics Coordinator for any issue related to procurement operation.
- Responsible for any other tasks assigned by line manager.

- At least 3 years of UN/INGO experience, working in Logistics Department
- Bachelor degree preferred
- Documented results related to the position's responsibilities;

- Ability to work under pressure and manage stress;
- Written and oral fluency in English and Arabic.

Additional Information:
Contract duration: Open End.
Working hours: 40 hours/week, Sun-Thu (5 days per week)
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Gaza (open to Gaza strip residents only)
