Main Responsibilities
Under the responsibility of the Country Representative, the Logistics Manager guarantees the logistics performance of the organization. The manager will be responsible for:
- Designing and deploying the logistics strategy at the country level.
- Supporting programs and projects in all logistical aspects across the project cycle (project development, implementation, reporting).
- Implementing and ensuring compliance with logistics frameworks, including supply, fleet, equipment, stock, premises, and IT.
- Drafting standard operating procedures and templates based on global logistics procedures.
- Strengthening logistics capacities for staff and external partners through inductions, briefings, and training sessions.
- Coordinating logistics activities across departments.
- Providing logistical support to operations in the West Bank and Gaza while ensuring harmonization of practices.
- Defining and implementing internal controls to ensure optimal resource utilization.
- Ensuring efficiency and safety in logistical workflows.
- Developing and maintaining an efficient monitoring system for logistics activities.
In collaboration with the Country Representative and/or Security Advisor, the manager will contribute to developing the operational security strategy and ensuring compliance with security protocols.
The Logistics Manager supervises the logistics team and oversees capacity-building efforts across the organization.
Specific Responsibilities
1. Security Management
- Monitor the daily security context and provide movement clearances.
- Participate in the development of the organization's security plan.
- Ensure compliance with security rules and measures.
- Represent the organization in security-related forums and clusters when needed.
2. Logistics Strategy and Processes
- Develop and implement the logistics strategy in alignment with organizational objectives.
- Prepare multi-year logistics strategies and annual action plans.
- Draft and implement logistics SOPs and templates.
- Support project proposal development by evaluating logistics feasibility and budgeting.
- Coordinate procurement planning during project kick-off meetings.
3. Representation
- Build and maintain relationships with external stakeholders and logistics networks.
- Represent the organization in logistics platforms and external coordination meetings.
4. Coordination and General Management
- Actively participate in senior management meetings and communicate logistics progress or challenges.
- Organize and manage logistics department operations.
- Conduct regular internal control, spot checks, and support visits to field locations.
5. Procurement and Asset Management
- Ensure procurement processes adhere to compliance standards and deliver value for money.
- Maintain updated supplier databases and price lists.
- Oversee inventory management, including stock reconciliation and asset monitoring.
6. Fleet and Transportation Management
- Develop strategies for fleet optimization and ensure compliance with safety standards.
- Monitor vehicle performance and implement corrective measures as needed.
7. Infrastructure and Premises Management
- Ensure premises meet operational needs and comply with safety standards.
- Manage the opening, closing, or resizing of offices or operational spaces.
8. Human Resource Management
- Ensure adequate staffing and define roles and responsibilities for the logistics team.
- Conduct training and capacity-building initiatives.
- Monitor staff performance and conduct regular appraisals.
9. Reporting and Compliance
- Prepare donor reports related to logistics components.
- Monitor logistics key performance indicators and implement corrective measures.
- Ensure compliance with internal and external audits.
