Background:
Since June 2010 UNDP has engaged in comprehensive efforts to build the sustainable capacity of the Ministry of Justice with support aimed at building administrative and technical capacity in areas such as financial planning, IT, organisational management and human resources as well as programmes to build the substantial capacity of the Ministry in areas such as strategic planning, legislative policy and drafting, public legal awareness and international legal cooperation. As part of this support the area of Monitoring and Evaluation (M&E) of the work of the Ministry and the justice sector is considered vital by both UNDP and the MOJ. In June 2010 the MOJ established the Technical Support Unit (TSU) within the Ministry, with support from UNDP. The TSU is responsible for assisting the Ministry on strategic planning, project management, capacity building and donor relations. In discussions with the MOJ it has been agreed that the TSU is best positioned within the Ministry to develop strategy and begin implementation of action plans for the Ministry on M&E for the work of the Ministry and the justice sector. Any work conducted by the Ministry in this regard will be coordinated fully with the Ministry of Planning and Development (MOPAD) who are the leading Ministry on preparing a M&E strategy for the implementation of the Palestinian National Plan (PNP) for 2014-16. In 2011 and part of 2012, UNDP seconded a short-term expert to the Ministry to develop a M&E strategy for the Ministry and to build capacity the capacity of MOJ staff to implement and maintain a robust M&E system. The expert concluded her assignment with key deliverables achieved being: •Ministry M&E Strategic Plan and Work plans for all MOJ Directorates and Units developed •Implementation of strategy ad action plans commenced. •Development and delivery of M&E training for all Ministry of Justice staff •Integration of M&E module into curricula of three continuous courses developed in partnership with Birzeit University Institute of Law and Centre for Continuous Education for Ministry legal, administrative and financial staff. •Development of SMART indicators for M&E of the performance of the MOJ Building on these efforts, UNDP seeks to contract a M&E Justice Institutions Coordinator to continue and expand these efforts to build capacity to achieve an operational M&E system within the MOJ. The Coordinator will also continue work in close coordination with other justice institutions and relevant Ministries to harmonise cross-institutional and departmental work on M&E systems focusing especially upon the Attorney-General’s Office and the High Judicial Council. The Coordinator will also work with the PCBS who will be working with these three core justice institutions to support their capacity to produce justice sector data. The mechanism for coordinating these efforts will be through the newly established M&E thematic group of the Justice Sector Working Group.

Description of Responsibilities:
Under the supervision of the Deputy Programme Manager (West Bank) the M&E Justice Institutions Coordinator will be responsible for the following:
-Building capacity of an M&E counterpart/s, M&E focal points within the MOJ and the TSU so that upon completion of the assignment the counterpart/s, focal points and TSU are able to continue leading strategy development and implementation of M&E activities within the Ministry
-Reviewing and revising the SMART indicators developed for M&E of the performance of the MOJ
-Working towards implementation of an operational M&E system within the MOJ * Working with M&E focal points to ensure that data is being collected on an ongoing basis.
-Collecting and collating M&E data and sharing it throughout the MOJ.
-Preparing a first MOJ-wide M&E report based upon this data, and building the capacity of the counterpart to embark upon the second such report. •Supervising the design and implementation of a phase-2 of capacity building training for the staff of all units and Directorates in the MOJ;
-Advising the Head of TSU and the Deputy Minister of Justice on M&E strategy and implementation
-Initiating activities within the MOJ regarding M&E for the justice sector
-Regularly communicating with M&E focal points in the Attorney-General’s Office and the High Judicial Council, and working through the M&E thematic subcommittee of the Justice Sector Working Group to achieve increased harmonization and coordination of strategies and approaches to M&E.
-Ensuring the close coordination and communication internally within the Ministry on M&E activities, and externally with relevant Ministries, justice institutions and international donors
-Regularly reporting to the UNDP RoL Programme Deputy Programme Manager, participating in the Justice Sector Coordination Meetings and other programme events. Impact of Results:
-Capacity of MOJ counterpart/s, M&E focal points and TSU developed to lead and maintain an operational M&E system within the MOJ.
-M&E strategic plan implemented, including use of revised SMART M&E indicators and work plans established throughout the MOJ.
-Operational M&E system up and running within the MOJ.
-Capacity to prepare M&E reporting across the MOJ established
-Capacity to provide PCBS with MOJ data established
-Capacity to provide Justice Sector Working Group with MOJ data established
-M&E strategies across three core justice institutions better coordinated and harmonized through the newly established thematic subcommittee of the Justice Sector Working Group.
-Capacity to collect conduct M&E activities across all three core justice institutions strengthened.
-Strengthened M&E capacity within the Rule of Law Programme in relation to justice institutions

Qualifications :
Education:
Master’s Degree in Management, Economics or other related fields, Bachelor Degree will be considered as long as it meets the below mentioned requirements. Experience:
-Minimum of 6 years with BA degree or minimum of 3 years with masters of experience in developing and implementing M&E tools, strategy and action plans
-Experience building capacity on M&E activities
-Strong statistical background including statistical software.
-Strong computer skills
-Very good knowledge of the Palestinian justice sector.
-Strong interpersonal skills
-Willingness to undertake regular field visits and interact with different stakeholders Language Requirements:Fluency in Arabic and English, written and spoken
