Position Title:Monitoring and Evaluation Specialist

Scope
The Monitoring and Evaluation (M&E) Specialist will be responsible for monitoring and evaluation activities, developing technical indicators, and for monitoring and reporting against the project’s monitoring plan (PMP). The M&E specialist will also contribute to project communications, ensuring that all project reports include sufficient impact data and analysis.
Key Responsibilities:
-Develop, design and implement a sound and appropriate monitoring and evaluation (M&E) system for PEP, including developing the logic/theory of change as a basis for activity monitoring.
-Synthesize field monthly, quarterly and annual reports, analyze progress against established benchmarks, and prepare short summary reports that describe progress made toward activity results, overall trends, successes and challenges encountered, and identify any holes in data collection.
-Provide M&E training to PEP technical staff on M&E techniques and best practices for gathering and reporting data on a regular basis.
-Provide strategic advice to Chief of Party and Senior Advisers on program performance and quality issues;
-Provide support to Senior Advisers and partners to collect, analysis and use performance information for program improvement;
-Ensure quality assurance principles guide the timely preparation and submission of required briefings and reports.
-Ensure that the PMP reflects project objectives and is up to date, and periodically revise and update the project PMP and targets based on the project work plan.
-Update M&E data into USAID’s Geo-MIS and TraiNet systems effectively and on schedule.
-Ensure that project M&E documentation is strictly following the USAID DQA requirements.
Skills, Knowledge and Experience:
-Minimum of a bachelor’s degree in business, economics or related field.
-A minimum of 3-5 years of experience in a relevant field.
-Demonstrated knowledge and skills and in-depth hands-on experience in designing and operating large scale M&E systems for international development programs; specifically, USAID programs.
-Demonstrated ability to develop constructive working relationships with a range of government, private sector and community stakeholders and provide in-depth quality advice on communications;
-Excellent oral and written Arabic and English skills;
-Understanding of cross-cutting issues including environment, gender equity and social inclusion and;
-Strong interpersonal and cross-cultural skills required.
-Extensive knowledge of monitoring and evaluation techniques, including long-term impact assessment, training evaluation, and survey techniques.
-Ability to work collaboratively with team members to collect and analyze data.
