Mapping of Available Referral Services for Disabled Children and Identification of Barriers and Opportunities
Reports to: Project Manager (PM).
- Organisational Setting:
Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza. We promote an interdisciplinary, cross-sectoral approach to improving the health and social well-being of individuals, families and communities based on national targets and needs. Juzoor works on multiple levels with civil society organizations, professionals, governmental bodies, service providers, and the community at large. Our principles are to build local capacities and empower local communities, targeting in specific women, children and youth, through innovative programs that address their psychosocial, educational, economic and reproductive health needs.
- Background:
Juzoor seeks the professional services of a Mapping Consultant (MC). The purpose of this task is to conduct a comprehensive National mapping of available referral services for disabled children and to identify both barriers and opportunities within the existing framework. This initiative aims to enhance the understanding of the support systems available for disabled children, ensuring a more inclusive and supportive environment.
- Working Code and Methodology:

- Promote the development of relationships with the partner organizations based on a concept of partnerships founded on shared values, mutual respect, reciprocity of learning and transparency.
- Maintain close and continuous relations with the target population and its grassroots organizations, and provisions to listen to their expectations

- The position holder acknowledges that all information is confidential to Juzoor such as documents, manuals, designs, applications of all sorts, agree that these documents are the sole custody of Juzoor and should not be used outside Juzoor organization unless it is cleared by Juzoor management and the board of directors, as stipulated in Juzoor’s IT & Data Policy.
- The position holder has read, understood, and signed off to her/his Terms of Reference (ToR), as attached.
- The position holder understands and agrees to fulfil tasks related to her/his TOR, and for the benefit of Juzoor’s activities, as requested by her/his immediate supervisor.
- The position holder understands and agrees to read, comply and participate in any orientation held by Juzoor related to HR and Juzoor policies.

- Scope of Work:
a. Mapping of Referral Services:
- Identify and list all existing referral services available for disabled children.
- Categorize services based on the type of disability and learning difficulties per geographical location.
- Evaluate the accessibility and efficiency of each referral service.
b. Barriers Identification:
- Conduct interviews, focus groups and surveys with stakeholders, including parents, healthcare professionals, and service providers, to identify perceived barriers.
- Analyze the collected data to determine common challenges faced by disabled children in accessing referral services.
- Examine the physical, social, and economic barriers that hinder the effectiveness of the existing referral system.
c. Opportunities Identification:
- Explore potential collaboration opportunities with local organizations, NGOs, and government agencies.
- Assess the feasibility of integrating technology for improving access to referral services.
- Identify gaps in service provision and propose opportunities for enhancement.
- Deliverables:
The MC is required to submit the following as part of their consulting services.
a. Comprehensive list and description of available referral services for disabled children.
b. Report highlighting identified barriers and challenges in accessing referral services.
c. Recommendations for addressing the identified barriers and enhancing opportunities.
d. Visual representation (maps, charts, etc.) of the mapped referral services.
- Methodology:
The methodology should include a combination qualitative and quantitative research methods including desk research, stakeholder interviews, focus groups, and site visits to ensure a thorough understanding of the existing referral services and the challenges faced by children with disabilities.
- Timeline:
The task is expected to be completed within one and a half month (February,1 2024 - to the 15th of March 2024), with regular progress updates, submitted every 15 days.
- Level of Responsibility:
- Carries out assignments independently.
- Expected to find solutions to problems after discussion with supervisor.
- Direct Supervisor: Ms. Rania Abuaita, Project Manager.
- Regular progress reports to be submitted to assigned Project Manager and a final comprehensive report should be presented upon completion of all tasks elements.
- Experience required:
- A minimum Bachelor’s degree in Social Sciences and/or related specialization related to the task at hand.
- Professional qualification certificate will be considered an asset;
- Experience with donor-funded projects will be an added advantage.
- At least 5 years of prior relevant experience.
- Demonstrate the ability to create innovative and visually appealing reporting.
- Job skills required:
- Excellent teamwork and participatory process skills.
- Good analytical skills.
- Good interpersonal and communication skills.
- Working computer skills.
- Able to prioritise competing schedules and workload.
- Language requirement: Working knowledge in English and fluency in Arabic.
