Global Communities is seeking Market Systems Development (MSD) Lead for the SIDA Supporting MSMEs Competitiveness and Growth Programme in Palestine based in West Bank (Ramallah). This four-year, 75 million SEK project will use a market systems development lens to better understand the critical constraints that exist to sustainable income change for large numbers of micro, small and medium enterprise owners and ensure a sustainable approach for addressing these constraints. The programme will contribute to job creation especially for women and youth and increase Palestine’s economic independence.
The MSD Lead is a facilitative role providing significant strategic and operational support to Consortium directors and programme management for effective programme management, reporting, administration, and coordination systems to enable on-time and high-quality programme delivery. Responsibilities:
The MSD Lead will work closely with the Programme Director and the programme team, across the consortium, with partners and as well as with finance, operations, and human resources focal persons to ensure rapid and scaled implementation, enhance workflow planning, and to secure critical support as needed to ensure the programme meets its targets and deliverables on-time and within budget, develop required documents, fast track processes and ensure selection of the right type of private sector partners and other service providers for the programme. The role will involve keeping up to date on the programme’ s economic operating environment. This position also will take part in strengthening the capacity of programme staff in managing MSD partnerships, implementation, and mitigation of associated risks. 
 
Specific responsibilities include the following:
  • Contribute to review and advise on adaptations and adjustment of programme strategies, approaches and activities for growth and sustainability.
  • Work with the Programme Director and senior country leadership team for support coordination, planning, writing and timely submission of key strategic documents, such as the annual plans, budgets, reports, and other ad-hoc strategy documents.
  • Lead regular work plan, budget, and implementation reviews to facilitate the cost-effective and timely achievement of deliverables. 
  • Manage team members, including highly specialized technical staff, to deliver against the annual workplan.
  • Ensure programme activities maximize impact and are completed in compliance with Global Communities, SIDA rules and regulations, local laws, and donor agreement requirements. 
  • Support Knowledge Management System that works across all members of the consortium and allows more seamless collaboration, communication, scheduling, and management of Information.
  • Maintain and/or track programme management and implementation tools such as work plans, procurement, budget planning, on-line project document filing, quality control and quality assurance (QA/QC) processes, and coordination with support teams.
  • Support to compile activity, quarterly, and annual reports, lessons learnt and programme successes and liaise with the management for report reviews, submission, and dissemination.
  • Support Programme Director building the capacity of program implementation and MEL team, especially in MSD, resilience, and results-based management.
  • Meet programme targets and ensure fiscal integrity of the use of programme funds.
  • Work with the consortium directors and programme management to identify and quickly resolve issues and bottlenecks that affect programme implementation and quality and ensure appropriate risk management.
  • Support the programme team in organizing and managing consortium, partnership and programme-level review meetings and follow up of key action points and communications.
  • Support programmatic aspects of private sector partnership identification, negotiations, formalization, and administration (reporting schedule, reporting requirements etc.).
  • Provide inputs and quality control for written reports and oral presentations on the programme.
  • Represent Global Communities and overall programme interests as necessary and appropriate.
  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners. Provide effective and timely responses to inquiries and concerns.
  • Foster good working relationships with other agencies and projects working on market systems, maximizing visibility and learning.

Qualifications:

  • Master’s degree (or equivalent) in a discipline related to international development, economics, or business management, with a minimum of 5 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to market systems development or economic development; or,
  • Bachelor’s degree in a discipline related to international development, to international development, economics, or business management with a minimum of 8 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to market systems development or economic development and/or providing relevant technical expertise to such projects.
  • Proven experience in a leadership position involving the administration of similarly sized, international donor-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred.
  • Experience and/or technical knowledge in designing, managing, and evaluating development projects and activities, including experience in flexible management and implementation approaches.
  • Experience managing facilitative, market systems development programs is strongly preferred.
  • Demonstrated knowledge and application of relevant SIDA policies and approaches, including Market Systems Development and Results Based Management.
  • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.
  • Knowledge/Experience with SIDA contract rules and regulations strongly preferred.
  • Demonstrated experience and understanding of relevant local laws, regulations and policies is
  • Management/supervisory experience is required.
  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired. 
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
  • Languages: Full Professional Proficiency in spoken and written English and Arabic languages. Must be able to use both languages fluently and accurately and be able to read all styles and forms on all levels pertinent to professional needs.
