Introduction:

Palestinian Youth Union is a civil society, Non-Governmental Organization that was established in 1992 and registered in 2002. PYU is working in the field of community development with a special focus on youth, particularly on young women.

PYU work at national level, giving priority to marginalized areas, such as area C, areas near settlements, and areas facing lack of services.

Background:

Palestinian Youth Union, through the Non State Actors Program (Non State Actors and Local Authorities in Development Actions in the Occupied Palestinian Territory), funded by EU, in partnership with COSPE is implementing a project entitled: “Empowering youth and young women through enhanced partnership between CSOs and Local Authorities in the OPT”, number: EuropeAid/134-037/L/ACT/PS.
The specific objective of the project is to strengthen CBOs in rural areas of Salfeet and Jerusalem governorates, improving social services and decreasing youth and young women unemployment by improving the cooperation and partnership between CSOs and Local Authorities, through the creation of Joint Councils.
This will contribute to build a more democratic society, enhancing  partnership between CBOs, civil society and Local Authorities in the OPT, and to improve living conditions of Palestinian youth and young women in 15 rural communities in Salfeet  and East Jerusalem Governorate areas.
The location of the project is in two different governorates in the Occupied Palestinian Territories, West Bank, Salfeet area, 9 villages (Salfeet, Iskaka, Yasuf, Jamma’in, Kifl hareth, Dayr Istya, Sarata, Buruqin, Kufr Al-diek), governorate of Jerusalem, 6 villages seem zone (Bayt Iksa, Nabi Samuil, Bayt Surik, Bidu, Bayt Inan, Bayt Duqu).
One component of the project is focusing on developing social entrepreneurship initiatives aiming at achieving the following result:
Improved economic condition of youth in 15 rural communities by 15 income generating projects creating at least 45 sustainable jobs (50% of it will be allocated to women).
The 15 income generating projects will be supported by a grant ranging from 8,000 to 12,000 Euro. A contest have been launched in cooperation with the Joint Councils in the two areas to select the 15 projects to be supported. About 20 proposals were submitted, 7 of them are mutual proposals between two or more CBO.and the selection process is currently being carried out. It is expected that the selection will be completed and the grants will be awarded by 17th of February 2016.
As final result, at least 45 people from youth and women CBOs will be directly employed in the 15 social enterprises (at least 3 people for each enterprise)  
At least 50% of the beneficiaries will be women. Women will be particularly encouraged to participate. Besides providing employment for the youth in the two areas the newly established social enterprises will contribute to finance activities of CBOs in the villages. Particular attention will be given to those proposals based on social solidarity economy principles and focusing on developing experiences in framework of resistance economy.

Scope of Work:

PYU is looking for two Marketing Consultants who will be responsible for supporting the 15 social enterprises in developing and implementing marketing strategies and plans, in cooperation with the Business Management Expert. Each Consultant will be responsible for a specific area (Salfeet or East Jerusalem). I 6 projects will be awarded to East Jerusalem Area and 9 to Salfeet Area.
Each Marketing Consultants will train the CBO members managing the enterprises on how to develop a marketing plan, on market communication and linkages and networking and will support them in preparing a detailed marketing plan. The two Consultants will support the social enterprises in the implementation of the marketing plans, including branding, packaging and market outreach.
They will also help the social enterprises in the procurement process.

Tasks:

-Organize and facilitate meetings with the CBOs whose social enterprise projects were awarded the grants.
-Design and conduct a training in marketing for the CBOs members who will manage the social enterprises
-Support each enterprise in developing and implementing a marketing plan.
-Develop product branding and packaging and support the creation of market linkages  
-Support the procurement process for each enterprise.
-Work closely with the business management expert in starting up and follow up the implementation of the selected projects in each area.

Deliverables

-Training material and training report.
-Marketing plan for each enterprise.
-Detailed monthly work plan and monthly progress reports.
-Final report

-University degree in Marketing, business administration, economics or any relevant field.
-Minimum 5 years’ experience in rural marketing system, micro and small enterprise projects.
-Substantial experience in designing and conducting trainings on marketing and coaching on this subject.
-Proven experience in market analysis and research
-Strong experience in networking and developing market linkages
-Excellent understanding of culture, markets and economic conditions in rural areas.
-Experience in monitoring and evaluation of market development projects.
-Good knowledge of issues related to social solidarity economy and resistance economy in Palestine
-Good communication and negotiation skills.
-Good writing skills in English

Expression of interest

All interested Candidates are requested to submit their application which should include:

-A cover letter explaining their competences to meet the requirements of the assignment
-A CV that explains the experience and education of the Candidate.
-A detailed explanation of the methodology to be used in carrying out the assignment
-A detailed budget in Euro (Indicating daily rates) excluding VAT
-The foreseen timeframe for the assignment, indicating the date when ready to undertake the assignment
-Evidence of at least one assignment for marketing plan for a small enterprise.

The duration of the consultancy will be 6 months, starting from the 1st of March, 2016
