Position Title: Master Trainer(s)

Reports to: Questscope’s Program Manager

Location: West Bank and East Jerusalem

Position Status: Full-time, Regular employment

Duration: One year

Introduction:

This project is a collaborative initiative between Questscope and the Positive Youth Engagement (PYE) Activity implemented by Mercy Corps, addressing the educational and psychosocial needs of marginalized and vulnerable youth in East Jerusalem, Gaza, and the West Bank. Through this partnership, Questscope leverages its expertise in non-formal education (NFE) and social-emotional learning (SEL) to empower youth at risk of dropping out of school and/or underperforming academically.

Questscope, a charitable non-governmental organization (NGO), works to improve the education and quality of life for children, young people, and adults. Questscope’s programmatic goals include women-led economic empowerment, mentoring for at-risk youth, non-formal education for school dropouts and at-risk children, mental health and psychosocial support (MHPSS), youth empowerment, and capacity-building for governmental and non-governmental organizations, CBOs, and private sectors.

Mercy Corps is implementing the USAID West Bank/Gaza-funded Positive Youth Engagement (PYE) Activity (Agreement No. 72029421CA00004) from September 24, 2021, to September 23, 2028. PYE is a seven-year multi-sectoral Youth Activity designed to address the core issues of Palestinian youth development. The PYE Activity will reach 80,000 vulnerable and marginalized youth aged 10-29 at risk of social marginalization in vulnerable areas through safe spaces as well as private universities by aiming to improve outcomes for them in the areas of education, mental health and wellbeing, future employment, community bonding and other needs as identified through evidence-based studies, surveys, and assessments that took place through the PYE program to date.

In partnership with national organizations– the Palestinian Charity for Youth Economic Empowerment (CYEE), Save Youth Future Society (SYF), Youth Development Resources Center (YDRC) Hebron, Al-Nayzak Organization for Supportive Education and Scientific Innovation, Lutheran World Federation (LWF), YDRC Jericho, and YDRC Jabal Al-Nar, and the International Youth Foundation (IYF), in addition to new partners and service providers – Mercy Corps, through the PYE Activity, provides an integrated youth friendly service via a package of support rather than one stand-alone intervention, and the involvement of parents, communities, and local youth related organizations is critical to success. Youth with strong community ties, family support, and positive role models are more likely to successfully transition from youth to adulthood when compared to youth with limited or negative social connections. The Activity’s goal remains to transform vulnerable youth into productive, contributing citizens who are connected to their communities by increasing opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development. The following are the main themes of the PYE:

  • Core programming that supports, protects, prepares, and engages youth in safe spaces found within a strong network of CBOs and Career Centers at private universities, bringing the total number of youth friendly safe spaces to 71 in East Jerusalem, the West Bank, and Gaza.
  • Tailored packages of activities, resources, and referrals that will set youth on individually selected pathways building on the core curriculum to increase opportunities for youth to effectively contribute to social and economic development.
  • Opportunities for sustained community engagement and leadership through youth-led pathways and councils, community and social media campaigns, and mentorship of subsequent cohorts as part of sustainable community youth networks.
  • Improve opportunities for learning and individual empowerment for youth in grades 7-12 through the roll-out of non-formal education activities in the network of safe spaces.
  • Expand safe spaces through 11 local university career centers to reach youth ages 19-24 and offer the PYE core interventions including healthy well-being for youth, learning activities, youth pathways, and youth-led small-scale initiatives in addition to technology and innovation-driven learning programs with a focus on STEAM (Science, Technology, Engineering, Art, Mathematics), green solutions, and entrepreneurship.

Job Summary:

The Master Trainer(s) will be responsible for developing, delivering, and cascading training programs to equip NFE facilitators and  PYE’s Safe Space network with advanced knowledge and skills. The Master Trainer(s) will lead capacity-building efforts focusing on methodologies such as active learning, SEL, and Reciprocal Learning for Change (RLC). This role involves creating training content, conducting workshops, mentoring facilitators and peer assistant facilitators, monitoring the delivery of non-formal education sessions for youth in grades 7-12 (focusing on Math and Science), and providing technical support to enhance learning outcomes and participant engagement. 

Key Responsibilities:

  1. Training and Capacity Building:
  • Design, organize, and deliver training-of-trainers (ToT)s to NFE facilitators in the specified methodologies in science and mathematics subjects.
  • Adapting training materials, guides, and resources to align with the Palestinian context and prescribed methodologies.
  • Provide one-on-one and group coaching, mentoring, and feedback to ensure proper implementation of the methodologies. Support review of learning material under NFE and provide recommendations for linkages and further development of the remedial activities and other activities under NFE. 
  • Organize ToTs, Community of Practice, and refresher sessions targeting the partners and the safe spaces. 
  • Program Implementation:
  • Collaborate with program teams to integrate the methodologies into existing educational initiatives.
  • Monitor the progress and effectiveness of program delivery, recommending adjustments as needed.
  • Ensure alignment with organizational goals and donor requirements.
  • Support NFE facilitators in implementing innovative teaching strategies that promote critical thinking, problem-solving skills, and SEL competencies.
  • Monitoring and Evaluation:
  • Assess the impact of training and methodology implementation through surveys, classroom observations, field visits, and reports.
  • Collect data and prepare regular reports to track program outcomes and identify areas for improvement.
  • Review the approach and delivery of NFE to ensure alignment with best practices in non-formal education to maximize the effectiveness of the learning materials.
  • Conduct field visits to observe the implementation of the program and gather feedback from facilitators on further aspects for support and pedagogical strategies.
  • Provide insights to adapt and tailor learning material and ToTs to suit target audience and local context.
  • Gather feedback after training sessions and analyze feedback to refine future training for better results.
  • Administrative and Operational Support:
  • Maintain accurate records of training sessions, attendance, and progress.
  • Support the preparation of budgets and logistical arrangements for training activities.
  • Ensure real-time data collection for training documentation in collaboration with MEL teams.
  • Assist with the coordination of logistics to organize training schedules, venues, and resources, ensuring seamless delivery of all activities.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED  

Qualifications:

  • Bachelor’s degree in education, Social Sciences, or a related field (master’s degree preferred).
  • Proven experience in training educators and implementing specific methodologies in educational settings.
  • Strong knowledge of curriculum development, mentoring facilitators, and capacity-building techniques.
  • Excellent facilitation, communication, and interpersonal skills.
  • Proficiency in monitoring and evaluation practices.
  • Ability to adapt content and delivery to diverse cultural and educational contexts.
  • Strong organizational and time-management skills.
  • Proficiency in Arabic and English, both written and spoken.
  • Permit to work and live in East Jerusalem and/or the West Bank.

Preferred Skills:

  • Experience working in community-based education programs or non-formal education settings.
  • Knowledge of digital tools for training delivery.
  • Ability to work independently and in a team-oriented environment.
  • Capacity to favorably represent the organization’s image to clients.
