Position Purpose:
The MEAL & Communication Field Officer in Jenin will support the development and management of the MEA and communications strategy by coordinating the MEAL activities and analyze the data collected as well as advise the program and technical managers on the program quality shortcomings. The MEAL & Communication Field Officer is responsible for ensuring effective monitoring, evaluation, accountability, and learning mechanisms for the organization's programs and projects. In addition, he will be responsible for managing and coordinating the organization’s internal and external communications strategies.
Duties and Responsibilities:
- Monitoring and Evaluation and Communication:
- Assist in the development and implementation of monitoring frameworks for all programs
- Develop monitoring and evaluation plans, including relevant tools and surveys and support the design and execution of evaluations to ensure the use of appropriate methodologies and tools.
- Regularly collect and analyze data to track project progress against the established indicators.
- Gather feedback from the target stakeholders on activity implementation, outcome and impact.
- Contribute to the design of M&E tools.
- Analyze evaluation findings and ensure lessons learned are incorporated into future program planning.
- Liaise with program teams to regularly organize and conduct field visits to monitor activities and provide real-time feedback to improve project quality.
- Establish mechanisms for ensuring accountability to beneficiaries, including complaints and feedback mechanisms.
- Facilitate internal learning sessions to share program successes, challenges, and best practices.
- Support the integration of learning into program implementation.
- Accountability:
- Ensure the participation of affected communities in the program design, monitoring, and evaluation processes and ensure clear communication and dissemination of information related to Caritas Jerusalem feedback and complaint mechanism to targeted audience and maintain the feedback and complaint for the beneficiaries.
- Prepare accountability reports and provide recommendations for improvement.
- Prepare and submit regular reports on monitoring, evaluation, and learning activities to donors and senior management and ensure timely and accurate reporting in line with donor and organizational requirements.

Job Requirements:
- Bachelor’s degree in social sciences, development studies, or a related field.
- Proven experience in monitoring, evaluation, accountability, and learning in a development or humanitarian context.
- Strong analytical skills, including the ability to manage and interpret large datasets.
- Knowledge of participatory monitoring and evaluation techniques.
- Familiarity with MEAL software and data management tools (e.g., Kobo Toolbox,)
Knowledge, skills, and abilities required:
- Minimum 3 years of experience in the humanitarian and development sector.
- Strong writing and communication skills in Arabic and English.
- Strong data analysis and survey development skills.
- Having good computer skills, knowledge of Microsoft Office (Word, Excel), and other toolbox skills.
