Global Communities is seeking to recruit Monitoring, Evaluation and Learning Assistant for the SIDA Supporting MSMEs Competitiveness and Growth Programme in Palestine based in the West Bank. This project uses market systems development approach to identify the critical constraints that hinder sustainable income change for large numbers of micro, small and medium enterprises and ensure a sustainable approach for addressing these constraints. The programme will contribute to job creation especially for women and youth and increase Palestine’s economic independence.
The monitoring, evaluation and learning assistant is responsible for supporting the effective implementation of MEAL systems including data collection and management, monitoring activities, data quality assessment, evaluation support, learning and knowledge management, reporting and communication of SIDA MCG programme.
Responsibilities:
- Assist in the implementation of MEAL plans and support the effective implementation of the MEAL system, which includes setting targets, collecting and validating data, and generating reports.
- Contribute to the design and development of data collection tools ensuring timely collection, data management, analysis, and reporting.
- Assist in ensuring accuracy and quality of monitoring data by supervising data collection process.
- Assist in developing and managing the MEAL database system and dashboard to generate reports using specified templates and desired frequency.
- Track and ensure the quality of data collection, oversee data flow and assist in compiling data using digital tools.
- Conduct regular and scheduled field visits to project locations to monitor, verify, collect and/ or supervise data collection efforts and ensure the processes are in line with requirements.
- Handle timely and accurate data entry into MEL system.
- Support in developing monitoring tools using excel, google forms, etc.
- Assist in applying the CLA approach to design adaptable processes based on evidence for informed decision-making, such as by co-facilitating and assisting in organizing pause and reflect events, preparing reports or conducting data analysis for CLA.
- Assist in capturing of lessons learned, best practices, and success stories and knowledge-sharing sessions and assist in disseminating knowledge/ learning to the management team and programme partners.
- Assist in facilitating training sessions and capacity building activities for project partners in MEAL activities including activity monitoring, data collection and measurement, data quality, analysis and producing insightful reports.
- Coordinate MEAL activities with various stakeholders, market actors, partners and MSMEs such as monthly and quarterly meetings, workshops and other planned MEL events.
- Support in developing monitoring mechanisms and conducting regular monitoring system updates and follow up with relevant stakeholders.
- Fulfil any additional responsibilities assigned.

Qualifications:
- Bachelor’s degree in related disciplines such as economics, statistics, business, computer science or related fields.
- Minimum of 2 years of similar experience in a recognized local or international organization in Palestine in a MEAL-related role.
- Previous experience in designing and implementing monitoring, evaluation and learning activities/ systems.
- Experience in quantitative and qualitative data collection, validation, analysis, and visualization methods, and database development/management.
- Understanding of results-based framework development and implementation.
- Experience in using statistical software for data analysis such as SPSS, etc.
- Experience in data analysis and reporting.
- Experience in designing and administering online and offline surveys for data collection using appropriate online platforms such as google forms, MS forms, etc.
- Experience in designing data collection tools/ forms/ templates, managing data sets and perform data analysis using MS excel.
- Proficiency in written and spoken in English and Arabic.
- Strong communication and interpersonal skills.
- Ability to manage a complex and diverse workload and to work to tight deadlines.
- Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues.
- Keen attention to details for ensuring data accuracy.
- Excellent Computer skills (Microsoft Office and other online applications)
Desirable
- Familiarity with PowerBI and CommCare platforms for data collection and visualization is preferred.
- Experience working in Private Sector and MSMEs development sphere.
- Ability to travel and work across West Bank, East Jerusalem and Gaza to monitor and capture Programme activities.
