Qatar Red Crescent is a voluntary charitable organization, was founded in March 1978. QRC has been internationally recognized in 1981 by the ICRC in Geneva and joined the IFRC in the same year, QRCS started its representation in Gaza on January 2008 in order to address emergency and humanitarian needs in Gaza Strip.

Scope of Work
Provide technical support with regard to monitoring and evaluating to Qatar Red Crescent projects in Gaza – Palestine office through coordinating tasks related to this field, continuous communication and follow-up, and submitting periodic reports under the supervision of the Monitoring and Evaluation Officer at the Qatar Red Crescent Office in Gaza - Palestine
Duties & Responsibilities
Strategic
Ensure the provision of technical support for QRC-Gaza office’s projects, in terms of monitoring and evaluation activities in accordance with international humanitarian standards.
Operational / Daily
- Conduct/Participate in regular monitoring visits to various projects’ implementation sites.
- Supervise/Participate in data collection activities from the field.
- - Ensuring the effectiveness and efficiency of the monitoring and evaluation activities used.
- Ensure the quality and accuracy of information and data collected.
- Develop and share periodic M&E reports (weekly and monthly reports) and whenever requested.
- Ensure that all data, records and reports of monitoring and evaluation operations are organized and archived in a secure and easily accessible manner for those concerned.
- Ensure strong communication and constant coordination with the M&E Officer and the field coordinators at QRC Gaza office.
- Support and conduct any other duties related to the programs department, when needed and requested by the M&E officer.
Monthly and periodically
- Develop/Participate in developing the M&E report(s).
- Develop/Participate in developing reports and studies to assess the needs and analyze humanitarian and field conditions.
Partners
Follow-up
- Design/Participate in designing the monitoring & evaluation plans for projects implemented by partners.
- Discussing and enhancing the partner’s Monitoring & evaluation plans, ensuring their adequacy and meeting the requirements and standards of the Qatar Red Crescent, in addition to following up on the partner’s commitment to this plan.
- Design and develop performance indicator tracking tables with the partner and follow up on the partner’s commitment to updating the indicator tracking tables, along with the verification methods associated with these indicators.
- Review reports received from partners and related to monitoring and evaluation of projects, means of verification and related data.
- Conduct field visits to projects sites and develop reports on these visits.
Accountability
- Ensure the highest ethical and confidentiality standards are applied to support accountability to beneficiaries.
- Participate in establishing, developing and implementing the beneficiary Complaints and Response System (CRM) in line with Qatar Red Crescent standards and principles.
- Ensure beneficiary complaints and feedback are collected, analyzed, & addressed in a timely manner and used by other QRC teams.
- Record & archive all complaints, feedbacks and recommendations in a dedicated & secured database.

Education, Experience & other qualifications required
- University degree (BA in Social Fields, data science or any related field).
- At least three years of related previous professional experience.
- Experience with Humanitarian organizations is an asset.
- Knowledge of principles, tools and practices of monitoring and evaluation programs.
- Previous field experience in assessments, data gathering, interviews, information triangulation/verification, and report writing.
- Experience in data analysis (qualitative and quantitative), data analysis software (e.g., SPSS), data visualization tools like Power BI, and data collection tools such as Kobo Collect is an asset.
- Proficient in reports writing and delivering presentations to various audiences
- Solid organizational skills with ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
- Experience in using MS Office (e.g. Word, Excel, Power Point & Access)
- Strong analytical skills.
- Valid driving license and proven driving skills.
- Language Skills: Fluency in Arabic and English, both spoken and written.
