Call for

Monitoring, Evaluation, Accountability, and Learning (MEAL) consultant

About the Association: The Palestinian Family Planning and Protection Association PFPPA envisions a country in which all women, men, and young people have equal access to information and quality services related to their sexual and reproductive life, with all necessary legislation to support the nature and precious aspects of all reproductive rights, throughout the life cycle. It also envisions a community where gender mainstreamed; reproductive choices are respected, and free of any kind of discrimination.

PFPPA, in cooperation with AECID (Oficina Técnica de Cooperación, Spanish Cooperation) and the Consulate General of Spain in Jerusalem, is implementing the project “Enhancing women's rights on culture of care in Palestine”. This project aims to promote women's rights by raising awareness, improving services, and providing economic opportunities for marginalized women in Palestine.

PFPPA is seeking to recruit a MEAL consultant to support this initiative.

Purpose of the Position: Developing and implementing a comprehensive and integrated MEAL (Monitoring, Evaluation, Accountability, and Learning) framework for the project. This role focuses on mentoring and building the capacities of PFPPA programs, and projects staff, as well as promoting and fostering a culture of shared learning and accountability, and promoting innovation within the association. This includes:

1- Developing and integrating accountability, learning, and program quality standards in program assessments, design, monitoring, review, and evaluation.

2- Ensuring consistent documentation of learning and progress in this area.

3- Supporting the quality preparation and implementation of PFPPA’s directly implemented projects by Leading reviews of project report data and verification, and providing guidance and training related to MEAL/Client Responsiveness and Accountability (CRA) to projects’ staff and sub-awardees to strengthen their capacity.

Key Responsibilities:

1.Contribute to the development of PFPPA MEAL Strategy through that related to the beforementioned project via:

*Contributing to the design and Implementation of MEAL frameworks, plans, data (including developing mobile data collection tools on KOBO or other reliable data collection applications) and assessment tools, databases, and monthly reporting formats.

2.Conduct MEAL activities related to the project including:

A. Project Data Collection

*Manage and oversee data collection and flow processes and tools

*Conduct regular monitoring activities through site visits, satisfaction surveys, etc.

B. Data Analysis and Reporting for project

*Conduct data audits, analysis and reports to ensure high-quality data

*Compile reports with relevant indicator data for project, showing targets versus actuals.

*Produce performance and quality monitoring reports for implemented project.

*Share findings and gaps from monitoring activities with project staff and recommend actions for improvement.

*Lead reviews of project report data and verification

*Contribute to donor reporting as requested.

C. Integration and Capacity Building

*Ensure the integration of MEAL activities in project plans and execution.

*Build capacity and provide onsite training for staff and stakeholders, including capacity strengthening on MEAL topics, data collection tools, research methods, analysis, information management, and data analysis for project and PFFPA staff.

*Facilitate learning and knowledge management, including the design and management of internal evaluations or baseline assessments, and lead program teams for learning.

D. Client Responsiveness and Accountability (CRA)

*Provide guidance related to MEAL/CRA to sub-awardees.

Duration: 10 months with the possibility of extension based on funding availability and performance. A 3-month probation period applies.

 Project Location: any of PFPPA offices:  Hebron, Halhoul, Bethlehem, and Ramallah

 Reporting to: Programs Director and working closely with the Executive Director and Technical Team.

 Expected level of effort: 16 working hours per month

Qualifications and Experience:

  • University degree in Statistics, Information Management, Social Science, Social Studies, or other relevant fields.
  • At least 3 years of proven experience in MEAL (Monitoring, Evaluation, Accountability, and Learning) or related roles.
  • Proficiency in data analysis and statistical software.
  • Experience with MEAL methodologies.
  • Knowledge of mobile data collection software such as Kobo.
  • Excellent understanding of quantitative and qualitative data collection and analysis methods.
  • Strong communication and organizational skills, with experience in verbal and written data presentation and reporting.
  • Demonstrated ability to transfer knowledge effectively through training and mentoring diverse audiences.

 Competencies:

  • Analytical and critical thinking with a strong ability to analyze complex data and situations, and make sound, informed decisions.
  • Problem-solving and Innovation demonstrates creativity and resourcefulness in addressing challenges and developing solutions.
  • Stress Resilience and Prioritization, and capability of working effectively under pressure, prioritizing tasks, and managing stress.
  • Ability to work both independently and collaboratively within a team environment.
  • Demonstrated professional-level proficiency in both English and Arabic, including Strong written and verbal communication skills in both languages.

*A cover letter as a letter of interest.

*A current resume/ CVdetailing relevant experience and qualifications

*A proposed financial offer, including a breakdown of the time distribution according to estimated level of effort. Noting PFPPA will not be responsible for any costs other than that agreed upon in the signed contract between the PFPPA and assigned review team. The price offer is to include VAT and if the PFPPA agrees with an individual that is not registered in the VAT department he /she will be solely responsible towards the before mentioned department to pay all dues in respect to the signed agreement with no responsibility towards the PFPPA.

A valid income tax at source certificate issued by the Palestinian Income Tax Department will be required before signing a contract with the assigned team/ individual. Not submitting the mentioned certificate will cause the deduction of income tax from each amount paid according to the income tax law rate applicable on the of amount of the payments, and PFPPA will deliver the deducted amount to the Palestinian Income Tax Department.
