for MEAL consultant
1. Background:
Teach For Palestine is an independent non-governmental Palestinian organization established in early 2023. Its mission is to contribute to providing quality and inclusive school education for all children in Palestine. This is achieved through improving the classroom and school environment, adopting innovative teaching, and learning methods, and seeking to provide promising creative solutions to educational challenges, especially in marginalized and remote areas.
TFP is working on developing collective leadership by investing in promising teachers who commit to teaching in vulnerable schools and becoming lifelong advocates for the right of every child to learn in safe and quality learning environments and act towards achieving this right. The program focuses on equipping the targeted teachers of primary levels with the necessary skills, knowledge, and mindsets to achieve transformative educational outcomes in Palestine.
TFP is committed to demonstrating the impact of its educational initiatives through enhanced accountability and precise measurement of results. To support this commitment, TFP seeks to engage a MEAL Consultant who will analyze ongoing program to capture critical learnings and provide strategic advice to management. The consultant's work will ensure that the pilot project not only meets its intended goals but also establishes a solid foundation for possible scaling and replication.
- Objectives:
- Thoroughly evaluate the pilot project's design and implementation to identify strengths, and areas for improvement.
- Provide necessary tools, KPIs, and strategies to ensure the project achieves its intended impact.
- Scope of Work:
- Comprehensive Program Evaluation:
- Conduct an in-depth assessment of the pilot project’s current structure, strategies, and execution.
- Identify key areas where changes or enhancements are needed to maximize program impact.
- Development of Measurement Tools and KPIs:
- Develop specific, relevant KPIs that accurately measure the success and impact of the project.
- Refine and create efficient, user-friendly tools for data collection and analysis tailored to the needs and capacities of TFP.
- Strategic Recommendations and Implementation Support:
- Provide strategic advice based on evaluation findings to refine the program’s approach and ensure its effectiveness.
- Support the implementation of recommended changes and oversee the integration of new practices and tools.
- Capacity Building and Training:
- Train TFP staff on new tools and KPIs, ensuring they are equipped to effectively measure and report on program impact.
- Enhance staff capability to adapt to new methodologies and feedback for continuous improvement.
- Deliverables:
- A comprehensive evaluation report detailing findings and actionable recommendations.
- A set of KPIs and data collection tools specifically designed for the pilot project.
- A strategic plan for implementing recommended changes and enhancements.
- Training materials and records of training sessions provided to TFP staff.
- Timeline:
This is a short-term consultancy assignment. The expected duration of the contract will be specified in the contract agreement based on the consultant’s proposal and project needs.

- Consultant Qualifications:
- Advanced degree in Social Sciences, Development Studies, or a related field.
- Minimum of 5 years of experience in MEAL in the development or humanitarian sector.
- Proven expertise in MEAL system development with a strong track record in educational or similar developmental projects.
- Extensive experience in designing and implementing qualitative and quantitative data collection methods.
- Strong analytical skills and experience in qualitative textual analysis.
- Excellent training and capacity-building skills.
- Ability to work effectively with diverse teams and stakeholders.
- Ability to work under tight deadlines and adapt to changing requirements or feedback from multiple stakeholders.
- Fluency in English is required.
7. Evaluation Criteria:
Proposals will be evaluated based on the consultant’s experience, methodology, and cost-effectiveness.
