Job summary:
Bayader in partnership with Catholic Relief Services CRS, is on the process to starts implementation of a project that provides rapid and responsive multi-purpose cash, food assistance, shelter and settlements (S&S), water, sanitation, and hygiene (WASH), and protection support to conflict-affected communities in Gaza. The project’s goal is to ensure that conflict-affected households in Gaza meet their immediate needs and strengthen their capacity to shocks. Given the rapidly evolving emergency and changing security environment, a flexible approach is envisioned to be continually adapted in response to field conditions. The project’s objectives are:
- Conflict-affected households meet their basic needs, including food.
- Conflict-affected households live in safe and dignified shelters with access to WASH services.
- Conflict-affected households have improved wellbeing through psychosocial support activities.
Bayader is seeking highly skilled staff to be hired for the following position:
Position Title: MEAL Coordinator – Part Time (70%)
# of Position Available: 1
Place: Bayader Office, Khan Younis
Reports To: Program Manager (PM)
Duration: 9 Months
Targeted Area: Khan Younis Area, currently at Almawassi and subject to change within Khan Younis area per the changed on security context.
Key Responsibilities:
- Participate with the partner on developing and implement comprehensive monitoring and evaluation frameworks for the program, including performance indicators, data collection methodologies, and reporting systems.
- Lead and manage regular monitoring activities on full cooperation with the partner to track program progress against indicators, ensuring data accuracy, timeliness, and relevance.
- Conduct field visits and site inspections to gather data and verify project implementation.
- Prepare periodic M&E reports, including impact assessments, and present findings to program management.
- Oversee the design and implementation of data collection tools (surveys, focus group discussions, key informant interviews) and ensure their proper use by field staff.
- Lead data analysis efforts, ensuring that quantitative and qualitative data are processed in a meaningful way to guide decision-making.
- Ensure the maintenance of a robust and secure database system for storing project data.
- Develop and maintain accountability mechanisms, such as feedback and complaints systems, to ensure project responsiveness to beneficiaries.
- Ensure that feedback loops are established and that responses to community and stakeholder feedback are timely and appropriate.
- Promote adherence to accountability standards, such as Core Humanitarian Standard (CHS), throughout project implementation.
- Facilitate the dissemination of lessons learned and best practices from project M&E activities to improve program design and implementation.
- Organize and participate in learning events, workshops, and training sessions to promote an evidence-based approach to programming.
- Support the integration of learning into project design and strategy development.
- Train and mentor project and field staff in M&E techniques, data collection methodologies, and the use of data for decision-making.
- Build the capacity of partners, local organizations, and stakeholders on MEAL practices.
- Ensure that staff have the tools, skills, and knowledge needed to implement MEAL systems effectively.
- Work closely with program managers, sector coordinators, and other relevant teams to ensure that M&E data informs project design, planning, and decision-making.
- Coordinate with external evaluators, donors, and stakeholders to ensure alignment on M&E requirements and standards.
- Support proposal development by contributing to logframes, M&E plans, and indicator tracking tables.
- Ensure timely and accurate reporting to donors and internal management, including compliance with donor-specific M&E requirements.
- Prepare comprehensive reports based on M&E data, including program performance, challenges, and lessons learned.
- Lead on evaluations, both internal and external, including baseline studies, mid-term evaluations, and end-of-project reviews.
- Carry others tasks requested by Program Manager.

Qualification and Experience:
- Bachelor's degree from accreted university with at least good grade in social sciences, humanitarian studies, public health, engineering, or a related field with a minimum of 3 years of experience in the field of
- Experience working within the NGO sector at least 1 years and a strong background in initiating and implementing programs.
- Ability to engage community key figures, potential stakeholders to forge productive working relationships,
- Strong communication skills and interpersonal skills, and proven ability to build effective working relationships with community stakeholders.
- Proven writing skills to prepare quality and analytical reports in English & Arabic.
- Ability to frequently travel to target locations as needed.
- Detail-oriented with excellent organizational skills.
- Ability to handle multi-tasks in a fast-paced environment.
